Job description

Catholic Social Services is currently seeking a contract full-time, Workforce Development Specialist in EDMONTON to join our Community Outreach & Disability Service. We are looking for staff who are client-centered, trauma-informed, patient, engaging, confident, thoughtful, and motivated to achieve success when supporting others in the community. The contract will end on March 17, 2029.

Program Overview:

The Workforce Development Specialist is primarily responsible for marketing and promoting the Workforce Capacity Development Pilot, creating public awareness, and serving as the main point of contact for project promotion.

A key focus of the position is developing and maintaining strong relationships with external organizations to ensure mothers have timely access to services beyond the scope of the project. The Workforce Development Specialist also builds and sustains partnerships with employers to support the provision of training opportunities and work‑based learning placements for mothers participating in the Pilot.

Through these partnerships, the Workforce Development Specialist supports marginalized moms in developing professional skills, gaining practical work experience, and earning a competitive income—contributing to both personal growth and long‑term career development.

In addition to building community partnerships the Workforce Development Specialist will be responsible for the recruitment and supervision of staff, ensuring accurate data entry, tracking outcomes, targets and milestones, monitoring expenses and ensuring compliance with all legislative and mandatory regulations.

This role plays a critical role in ensuring the successful implementation, accountability, and sustainability of the Building Workforce Capacity project.

Job Summary:
  • Recruitment of staff, posting positions, scheduling interviews and onboarding
  • Train and supervise staff
  • Assist in the assessments and intake of new participants
  • Assist in the development of workshop curriculum and training materials
  • Assist in the development of Individual Action Plan templates and assessment tools
  • Assist in the development of participant handbooks and resources
  • Monitor the budget for the project and bring forth any concerns to the Program Manager
  • Attend staff meetings and training
  • Assist with event planning and logistics for Workforce Capacity Development initiatives
Marketing:
  • Research industry trends and expand employer network
  • Negotiate placement agreements and joint work plans
  • Build a roster of practicum sites
  • Develop an employer recognition program
  • Conduct employer information sessions
  • Develop community partnerships with both employers and community resources (i.e. childcare agencies)
  • Maintain continuous communication channels and contingency planning
  • Ensure that all publications (e.g. brochures, pamphlets, etc.) are current, accurate, and aligned with Workplace Capacity and Catholic Social Services values
  • Create and maintain consistent branding across all digital and physical platforms
Social Media:
  • Develop a monthly content calendar and implement consistent, high-quality content across multiple platforms in line with the Agency’s Social Media Management Policy
  • Collaborate with the Program Manager regarding Social Media posts, content and consents as required
  • Monitor social media engagement, professionally respond to comments, and refer sensitive issues to Management as needed
  • Track and analyze social media metrics to improve reach and effectiveness
  • Stay informed on relevant topics, trends, and best practices in communication and digital marketing
  • Perform other related duties as assigned
Systems and Logistics:
  • Assist the Program Manager in securing appropriate classroom, office and commercial kitchen space
  • Assist with procuring equipment and supplies
  • Set up classroom support systems (childcare/mental health referrals)
  • Assist with the development of emergency protocols
  • Implement data tracking and case management systems and learn and support staff with the GoA client management system
  • Assist with the development of payment system with accounting for the mothers and ensure that hours and payments happen in a timely and accurate manner
What This Job Requires:
  • Diploma or degree in Business, Marketing, or related discipline, or equivalent experience
  • Minimum two years in Business, Marketing, or related field; administrative experience would be an asset
  • Proficiency in business use of social media platforms (Facebook, Instagram, LinkedIn, X, etc.)
  • A valid Class 5 driver’s license with a minimum of two years of Canadian driving experience
  • Ability to travel to other work-related locations as required
  • Strategic thinker with excellent problem-solving and time management abilities
  • Proficient in Microsoft Office, social media tools, and design platforms (e.g., MailChimp, Eventbrite)
  • Exceptional written and verbal communication
  • Able to collaborate effectively with diverse stakeholders
  • Customer service focused, diplomatic and professional
  • Completion of all mandatory Agency and assigned training as required
  • Satisfactory Police Information Check (CPIC) and Child Intervention Record Check
  • Enrolment in Agency Group Benefits Plan, as applicable
  • A reliable vehicle, valid driver\'s license, vehicle registration and third-party liability insurance (two million)
  • Driver\'s Abstract with less than (6) demerit points current within one (1) year
