Job summary

The City of Richmond Hill is seeking a Waste Management Analyst to coordinate waste collection services and implement waste management policies and public education to support waste reduction initiatives.

The role focuses on education, program development, budget oversight, and collaboration with the Waste Management Coordinator to implement council-approved diversion strategies in municipal facilities and multi-residential settings.

Qualifications

  • 3 years waste management experience
  • Municipal setting experience is an asset
  • Proficient in Microsoft Office Suite

Responsibilities

  • Assist with coordinating and overseeing contracted waste collection services
  • Develop, review and deliver public education to inform residents of waste management program requirements
  • Assisting with curbside education efforts and customer service complaints
  • Oversee the sales of garbage tags and waste containers including procurement, ordering and inventory management
  • Lead the development of the annual Waste Calendar, including procurement, design, printing and delivery
  • Complete regular financial analysis and reporting of all City expenditures related to waste management
  • Coordinate and supervise the City's corporate, curbside and multi-residential waste audits, and implement measures to encourage waste reduction and diversion
  • Organize the City's annual Clean up, Green Up Weeks community litter collection event
  • Collaborate with the Waste Management Coordinator to prepare staff reports, presentations, working group agendas and minutes
  • Coordinate the development and implementation of a number of the City's community-based waste diversion programs
  • Coordinate and support the Corporate Single-Use Plastics Reduction policy including education and promotion of the reusable dish library program

Reporting to the Manager, Energy and Waste, the Waste Management Analyst is responsible for the coordination of waste collection activities and implementation of waste management policies, programs and public education to support the City's waste reduction and diversion initiatives.

Key Duties and Responsibilities
  • Assist with coordinating and overseeing contracted waste collection services
  • Develop, review and deliver public education to inform residents of waste management program requirements
  • Assisting with curbside education efforts and customer service complaints
  • Oversee the sales of garbage tags and waste containers including procurement, ordering and inventory management.
  • Lead the development of the annual Waste Calendar, including procurement, design, printing and delivery
  • Complete regular financial analysis and reporting of all City expenditures related to waste management
  • Facilitate 3-stream waste diversion in multi-residential buildings by leading resident education events and updating educational materials.
  • Implement and monitor the waste diversion programs in City facilities
  • Coordinate and supervise the City's corporate, curbside and multi-residential waste audits, and implement measures to encourage waste reduction and diversion
  • Organize the City's annual Clean up, Green Up Weeks community litter collection event
  • Collaborate with the Waste Management Coordinator to prepare staff reports, presentations, working group agendas and minutes, and respond to waste-related public enquiries
  • Coordinate the development and implementation of a number of the City's community-based waste diversion programs
  • Coordinate and support the Corporate Single-Use Plastics Reduction policy including education and promotion of the reusable dish library program
  • Conduct research, benchmark and analyze data to provide service level recommendations for consideration by the Manager
  • Coordinate pilot projects and programs to test new waste management approaches
  • In collaboration with the Waste Management Coordinator, implement Council-approved service levels and manage updates to the City's Waste by-law and enforcement process
  • Respond to and resolve public enquiries
  • Administer budget invoicing, tracking and reporting for Waste Management related expenditures
Education and Experience
  • Degree in Environmental Studies, Science, Engineering or a related discipline
  • Masters degree or Graduate Certificate is an asset
  • 3 years waste management related experience
  • Prior experience in a municipal setting is an asset
Required Skills/Knowledge
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
  • Strong knowledge and demonstrated experience in applying the principles of waste management
  • Knowledge of applicable laws, regulations and policy direction for solid waste management in Ontario
  • Well-developed project management and problem solving skills
  • Strong organizational and time management skills
  • Ability to work independently with minimal supervision, and in a collaborative capacity as part of a team
  • Ability to analyze and interpret numerical data
  • Demonstrates good judgment and makes sound decisions
  • Shows commitment to personal growth, development, and leadership opportunities
  • Shares new ideas and challenges the status quo
  • Proven written and verbal communication skills with the ability to communicate with honesty, openness, respect, and trust

  • Must possess a valid Ontario Class "G" Driver's License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire
