Overview

Vice President, Regulatory Transformation at BMO Capital Markets. Regulatory Transformation (RT) leads regulatory change to support Capital Markets growth, client needs, strategy, and value creation. Responsible for sponsoring and managing the central portfolio view of emerging regulatory requirements, preparing for upcoming regulations, and conducting business impact analysis to the end-state target control environment.

As a Vice President on the RT team, you will drive regulatory advocacy and interpretation of new regulatory requirements, create target operating models, conduct risk-based solutioning, and support implementation and transition to the target state. This role offers opportunities to learn across Capital Markets and contribute to delivering a great customer experience.

Responsibilities
  • Contribute to identifying in-scope emerging regulatory changes applicable to BMO CM; streamline management reporting to provide a comprehensive summary of RT’s North American change portfolio
  • Lead business impact and gap analyses between current operating models and new regulatory requirements
  • Identify and facilitate impacts on client and Front Office processes: client flows, outreach requirements, FO communications, FO product, trade surveillance and business conduct
  • Collaborate with stakeholders to drive regulatory advocacy and thought leadership across jurisdictions
  • Lead interpretation working groups to drive consensus on new regulatory requirements
  • Drive the Capital Markets Regulatory Target Operating Model including core business and technology capabilities, roles and responsibilities, operating capacities, and organizational structure to achieve compliance
  • Drive digital and data regulatory solutions with a focus on automated controls, data quality, and reducing manual processes in regulatory workflows and internal business processes
  • Provide leadership, training, coaching, and guidance to team members and impacted stakeholders
  • Develop and deliver communications and presentations to cross-functional teams, regulators, and senior management committees
Qualifications And Skills

The ideal candidate is a self-starter, pragmatic yet strategic, capable of achieving results with indirect authority, and comfortable working with teams across the globe. Strong team player with excellent verbal and written communication skills, able to explain complex business and / or technical concepts to stakeholders across business areas.

Core Requirements
  • A university degree (preferably in law; other degrees such as engineering, finance, or business management considered)
  • 4+ years’ experience in Legal, Investment Banking, Asset Management, or Fintech
  • Strong understanding of global securities and derivatives regulatory frameworks (e.g., CFTC, SEC, CSA, EU)
  • Knowledge of Capital Markets instruments (derivative and cash products)
  • Understanding of the financial product lifecycle: origination, primary and secondary markets, settlement, risk management, operations & accounting
  • Understanding of market, credit, and operational risk frameworks
  • Familiarity with electronic trading platforms and ecosystem: algorithmic trading, market making, high-frequency trading
  • Experience with regulatory obligations for electronic trading: pre-trade transparency, best interest, best execution, post-trade transparency
Soft Skills
  • Strong analytical and critical thinking to assess information, evaluate risk, and make informed judgments
  • Excellent written and oral communication; ability to convey regulations and implementation solutions to the business
  • Ability to synthesize complex problems and regulatory risk solutions for varied audiences

Compensation

The salary range for this role is CAD 110,000 to CAD 125,000 (subject to negotiation and to candidate skills, experience, and qualifications). Salary listed as CAD 69,000.00 - 129,000.00; pay type: Salaried. Details may vary based on location, skills, experience, and may include incentives and benefits.
