Job description

Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. IO has been recognized domestically and internationally for the way it does business and the success it has had with its major projects, real estate services, infrastructure lending, commercial projects, and development mandate. IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario.

Development is responsible for executing strategic land development opportunities that include the delivery of Transit-Oriented Communities (TOC), the use of surplus lands for social purpose outcomes (e.g., attainable housing, health care and long-term care), and the planning and delivery of landmark projects like the redevelopment of Ontario Place.

Position Purpose

Infrastructure Ontario (IO) is seeking a visionary and strategic Vice President, Development to lead a dynamic portfolio of land and real estate development initiatives. This role is central to delivering public policy priorities through innovative partnerships that unlock value, improve outcomes, and contribute to a connected, modern, and competitive Ontario.

What You Will Do

  • Develop and implement strategies and transaction structures that optimize public assets.
  • Oversee the delivery of advisory services, ensuring quality and efficiency within established budgets.
  • Lead the creation of business cases, financial models, and transaction documentation to support development initiatives.
  • Coordinate and manage structured dialogues with private sector partners, including market soundings and negotiations.
  • Establish governance frameworks and workplans, including internal and external advisory structures.
  • Represent IO at senior-level briefings and decision-making forums across multiple government entities.
  • Build and maintain strategic partnerships to support the successful execution of IO’s development mandates.
  • Represent the province in negotiations to ensure value optimization in complex transactions.

  • Experience working in or with government or public-private partnership environments.
  • Strategic, innovative, and creative thinker with strong negotiation and communication skills.
  • Adept at building trust and managing high-profile relationships with key partners.
  • Socially conscious and collaborative leadership style.
  • Relevant professional learnings in business, real estate, finance, engineering, management consulting, or legal services.
  • Professional designation (e.g., P.Eng, CFA, CPA) and/or advanced professional learning is an asset.
