What is the opportunity?
As a member of the Capital Markets (CM) Operational Risk Controls & Governance (ORC&G) group, the incumbent will contribute to the maintenance of an effective operational risk management program within CM, focusing on control assurance by:
- Ensuring the consistent application of the Operational Risk Framework and associated policies in the business and support a culture of risk ownership, awareness and management in the business and functions.
- Understanding the material risks to the business processes in existence in order to provide value-add contribution to the Front Office-led Risk and Control Self-Assessments (RCSAs), including conducting comparative analysis across the various operational risk tools to support conclusions and a comprehensive view of the business units’ operational risk profiles.
- Participating in the ongoing evolution of Internal Controls Management Policy (ICMP) and Regulatory Compliance Management (RCM) Program for CM which includes a methodology and process for validating the Design Effectiveness, as well as Operating Effectiveness, of key controls.
- Providing guidance on current and emerging operational risk and internal control management best practices for CM.
- Supporting training and awareness programs to ensure there is clear understanding of the importance of internal control management across the business including clear communication of expected behaviours and roles and responsibilities.

What is the opportunity?

What will you do?
The specific results expected in each area will be developed and agreed upon by the incumbent and their manager. Actual performance will be evaluated in relation to the following Key Result Areas:
- Operational Risk Event (ORE) Management:
- Work closely with CM Line of Business leads/managers in the capture, analysis and reporting of Operational Risk Events (OREs) and Issues/Actions within Archer to ensure compliance with the Enterprise Policy/Standing Order requirements;
- Provide guidance and the 1st Line of Defense (LOD) supports in managing and mitigating operational risk; and ensure alignment and consistency in the regional execution of operational risk tools, processes and practices with the global ORC&G approach;
- Keep abreast of other programs in CM and across the enterprise which can be leveraged to minimize duplication and the impact to the assessed units;
- Provide support for training and awareness programs to ensure there is clear understanding of the importance of internal control management across the business and functions including clear communication of expected conduct, behaviours and roles and responsibilities;
- Support the Director and Managing Director ORC&G in establishing CM specific procedures to support effective program execution, conclusion and usage in accordance with enterprise-wide requirements.
- Risk and Control Self-Assessment (RCSA) and Oversight:
- Responsible for the execution of RCSA process, a core element of the Operational Risk Management Framework, to assess the level of Operational Risk in Capital Markets line of business, and to support senior management in managing the material aspects of operational risk;
- Work closely with the risk owners and CM business teams to evaluate the nature and level of operational risks inherent in their business activities, as well as controls used to mitigate the risks;
- Conduct robust risk assessments involving the review and comparison of relevant operational risk data (e.g., risk appetite measures, key risk indicators, control monitoring results and audit/regulatory reviews) to ensure the reporting of risk and control monitoring are reflected appropriately in the residual risk assessments and aligned to business areas;
- Liaise with business stakeholders and ensure RCSA results reflect current environment but are also forward-looking to identify emerging risks and supporting the Operational Risk Profile for Capital Markets.
- Reporting:
- Lead the development, production of monthly and quarterly Operational Risk reporting with trend analysis and commentaries with business insights to support Regional, Legal Entities, and Line of Business governance reporting requirements;
- Accountable for the Capital Markets operation governance and reporting processes (e.g., Mandatory Absences, KRIs, Third Party Risk), liaise with business stakeholders and ensure compliance with the GRM global operational risk standard and framework requirements;
- Manage the pipeline of enhancements, documentation and provide supporting information as required for maintenance;
- Responsible for the implementation of CM report automation or process improvement, and provide a holistic, value-added operational risk profile across Capital Markets and the Lines of Business.
- New Business Committee (NBC) Activities:
- Support the reporting and governance activities of New Business Committee (NBC), a key management forum that exists to review, evaluate and recommend all new business or product initiatives.
- Liaise with CM business stakeholders to ensure the operational, technology, legal, compliance, regulatory, and other risk issues are identified and addressed consistently with the RBC Code of Conduct and all other RBC enterprise-wide policies prior to booking transactions.
What you need to succeed?
- Bachelor’s degree in Computer Science, Business Administration or Finance preferred
- Strong analytical skill and experience using business analysis and database querying tools
- Strong presentation, communication (verbal and written), and interpersonal skills
- Good knowledge of operational risk management industry best practices for Capital Markets products
- Good knowledge of trading, lending and investment banking businesses with particular emphasis on the control environment as it relates to Front Office, Operations, financial and management reporting, and market/credit risk and compliance monitoring
- Ability to handle multiple tasks/priorities
- General IT awareness
- Ability to work independently and without immediate supervision
- Previous FO, functions and/or Audit or Risk Management experience is an asset
