Department of Municipal and Northern Relations is seeking to hire two qualified Tribunal Hearing Officers.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be able to provide and maintain a satisfactory Criminal Record Check
  • Must have a valid Manitoba Class 5F Driver’s Licence
  • Must be able to provide a satisfactory driver's abstract
  • Must be willing and able to travel within the City of Winnipeg and throughout Province of Manitoba with some occasional overnight stays, as required
  • Must be willing and able to work overtime, as required
  • Must be able to lift and carry equipment that weighs up to 50 pounds (23kg)

Qualifications:

Essential:

  • Post-secondary education or training in paralegal, court or office administration. A combination of education, training and related experience may be considered
  • Experience interpreting, analyzing, and applying various legislation, regulations, policies and rules of procedure in an adjudicative environment
  • Excellent written communication skills with experience drafting, reviewing, and editing complex documentation for both internal and external stakeholders in accordance with applicable legislation, policies, and rules of procedure
  • Strong organizational and time-management skills, with experience prioritizing tasks effectively to meet statutory, departmental, and tribunal-imposed deadlines
  • Ability to apply sound judgment and exercise problem-solving skills to handle non-routine issues
  • Experience performing data entry
  • Excellent verbal communication skills to communicate clearly and professionally with Tribunal members, stakeholders, and be comfortable speaking in front of a large audience
  • Superior attention to detail to work efficiently with a high degree of quality and accuracy
  • Ability to manage confidential and politically sensitive material in an appropriate and professional manner
  • Extensive experience providing analytical and administrative support for quasi-judicial hearings in a busy, fast-paced office environment
  • Experience working with Microsoft Office Suite (Outlook, Word, PowerPoint, and Excel) or compatible programs
  • Excellent interpersonal skills, including the ability to build relationships and interact effectively with team members, clients, and the general public
  • Experience working with and handling cash

Desired:

  • Experience working with an adjudicative or quasi-judicial body, board, commission, or a legal firm or provincial or federal Department of Justice
  • Experience interacting and liaising effectively with the public, legal professionals, municipal officials, and other stakeholders

Duties:

Tribunal Hearing Officers attend hearings and/or proceedings (Tribunals) before the Municipal Board, Land Value Appraisal Commission (LVAC), and Disaster Assistance Appeal Board (DAAB). The Tribunals are collectively governed by over 27 different Provincial Acts of the Legislature, each with their own rules of procedure. The Hearing Officer will perform various adjudicative functions for the Tribunals both before, during and after a hearing to facilitate timely, reliable, and fair processes and decision-making. The incumbent must coordinate, organize, and manage all aspects of complex hearings conducted by the Tribunals, including management over large volumes of hearing materials and legal documents. Hearings are often multi-day and may require travel and overnight stays by staff and panel members.

Following a public hearing, a written Tribunal decision is issued that includes supportive reasons and analysis and are very comprehensive and time-consuming to write. These critical tasks require a high level of competency and skill to properly draft, review, proofread, and edit each decision in an efficient and timely manner.
