The City of Edmonton's Development Services Branch is looking for a Transportation Engineer to assist with land development applications including district plans, neighborhood or community plans, rezoning and road closures. Reporting to a Senior Engineer, this position will support the Planning Coordination Unit by applying transportation engineering and planning knowledge to identify transportation requirements related to land use changes and recommendations that will have short-term and long-range impacts to the City.

The position supports the implementation of the City Plan with a focus on planning and optimizing transportation infrastructure that meets the demand of a growing, complex city and serves an increasing number of destinations using a variety of travel modes. As part of a multidisciplinary team, you will collaborate with other work areas and improve your understanding of broader considerations in urban planning.

Keeping in perspective the cost, staging and prioritization of infrastructure, this role, under the supervision of Senior Engineer(s), will initiate discussions and work closely with area developers, adjoining municipalities, City staff, the public, and higher orders of government to support orderly development, seek resolution to conflicts and advance City interests and corporate objectives.

What will you do? :

  1. Evaluate and quantify transportation infrastructure impacts associated with land development proposals and planning initiatives, and provide recommendations on short term and longer term requirements
  2. Review Transportation Impact Assessments (TIAs) by applying transportation engineering and planning knowledge, including TIA guidelines, transit service standards, active transportation, traffic safety / operations, City’s engineering design and construction standards, zoning and other bylaws, and corporate strategic direction
  3. Support Senior Engineer on sensitive and / or complex engineering decisions through review of ongoing or anticipated municipal priorities or projects, emerging issues, trends, safety and operational considerations, technical studies, and public opinions
  4. Prepare and document findings in reports, including council and committee reports, public inquiries, technical information, advisements, conditions, and recommendations
  5. Collaborate with applicants and stakeholders to identify engineering solutions, share information, and provide customer service
  6. Review and recommend approval of concept plans, preliminary engineering drawings, access requests, road and alley closures, and other transportation requests under supervision
  7. Liaise with City departments, external agencies, and neighboring municipalities for integrated planning and recommendations
  8. Prepare and review amendments to transportation policies and bylaws
  9. Perform site checks to confirm development requirements
  10. Participate in public engagement activities and team meetings
  11. Perform other related duties as required

Qualifications :

  • Bachelor’s Degree in Civil or Transportation Engineering
  • Minimum of four (4) years of related engineering experience
  • Must be a Professional Engineer (P.Eng) in good standing with APEGA; applicants from other Canadian jurisdictions eligible for Inter-Provincial Mobility (IPMA) may be considered. Registration with APEGA must be obtained prior to employment.

Asset :

  • Understanding and adherence to APEGA regulations
  • Experience with land development applications, including amendments and rezoning from a transportation perspective
  • Experience preparing/evaluating Transportation Impact Assessments
  • Knowledge of Transportation Planning, Traffic Engineering, design standards, bylaws, and legislation
  • Knowledge of Municipal Government Act, City standards, City Plan, and Zoning Bylaw (preferred)
