Major Job Responsibilities :
Process improvements, controls and data management : 60%
- Act as Finning’s resource for import and export-related topics for internal stakeholders.
- Review, audit, and implement trade compliance processes and procedures for Finning and its associated companies (OEM, Sitech, Power Systems).
- Represent Finning and act as a liaison between Finning and external stakeholders (Customs brokers, carriers, CBSA, CBP, etc.).
- Enforce trade compliance policies for Finning and its associated companies.
- Create a USMCA certification and review process for Finning remanufactured goods.
- Create and manage the process to classify HS codes for parts, attachments, and equipment.
- Analyze import and export databases for data integrity errors.
- Audit part descriptions and HS codes to ensure accuracy and maintain the database.
- Update customs brokerage system data to improve efficiency and compliance.
- Assist in managing the Controls Goods Program, including security requirements review.
- Manage the CARM system for Finning and its associated companies.
- Review and advise on valuation issues as needed.
- Manage Health Canada Precursor Registration and licenses.
- Coordinate with treasury on customs bonds and payments.
- Review customs processes for efficiency improvements and cost reductions.
- Stay current with customs regulations and advise stakeholders on compliance.
- Work with vendors to monitor and reduce import costs and manage FTA mitigation.
- Assist in determining import/export licenses and permits.
- Support other emerging priorities as needed.
Duty recovery and minimization : 20%
- Review customs data for duty mitigation or recovery opportunities.
- Analyze import database for duty recovery potential.
- Build relationships with Caterpillar and customs consultants for duty recovery.
- Manage sales data and certificates for duty deferral and drawback programs.
Daily operational support : 20%
- Create and manage import/export documents and perform export screening.
- Liaise with agencies, carriers, and internal teams to expedite shipments.
- Quote costs and advise on import/export requirements.
- Assist with ETA processing, RIV, and Temporary Importation Bonds.
- Advise on PGA applicability and review vendor invoices.
- Support export controls and file CERS declarations.
- Perform other duties as assigned.
Accountability :
- Serve as HS and ECCN subject matter expert and compliance champion.
- Meet import/export compliance levels.
- Achieve savings through duty recovery and minimization.
- Improve data quality in export database.
- Manage KPIs including on-time clearance.
Education & Experience :
- Diploma or degree in international trade, logistics, business, or related field.
- Certifications such as Customs Specialist or Trade Compliance Specialist preferred.
- 5-10+ years in customs, trade compliance, export controls, and duty recovery/minimization.
- Training in BIS, experience with CARM, Single Window, vehicle emission regulations, and export reporting is an asset.
- Licensed Customs Broker is an asset.
- Proficient in Microsoft Office, especially Excel or Power BI.
Knowledge :
- Knowledge of export control regulations (US, Canada, International).
- Understanding of environmental and safety regulations.
- Strong grasp of supply chain, trade compliance, and logistics.
- Knowledge of USMCA and other trade agreements.
- Understanding of HS tariff, ECL, ECCN classifications.
- Familiarity with supply chain security programs.
- Business and financial acumen, knowledge of INCOTERMS, duty recovery programs.
