This position is part of the Connect 6ix project. Toronto's new Ontario Line subway is now under construction. The Connect 6ix consortium has a key role in this project, delivering the trains, the signaling system, and the operations, storage, and maintenance facility. Connect 6ix will also operate the Ontario Line for a 30-year term once it comes into service.

Role Overview

The Trackwork Manager is responsible for supporting the management and delivery of efficient trackwork across all project phases, including scheduling, design coordination, procurement, contract award, and implementation through to testing and commissioning. This role also includes coordinating with utilities, electrical, and roadworks.

Role and Responsibilities

  • Support the review and monitoring of Key Performance Indicators (KPIs) and specifications for trackwork to ensure project deliverables meet client expectations.
  • Assist in managing interface requirements between systems and civil works to ensure seamless coordination.
  • Provide technical support to construction and design teams, including reviewing submittals, responding to Requests for Information (RFIs), and evaluating contract modifications.
  • Monitor on-site activities to ensure compliance with quality, productivity, schedule, and safety standards.
  • Ensure strict adherence to Occupational Health and Safety Act (OHSA), Metrolinx safety standards, and corporate safety policies.
  • Lead by example in enforcing site safety protocols, conducting risk assessments, and implementing mitigation measures to maintain a safe work environment for all personnel involved in trackwork construction.
  • Collaborate with project stakeholders, including contractors, design professionals, and clients, to address construction challenges and optimize work procedures.
  • Contribute to the development and integration of trackwork milestones.
  • Develop and implement project plans that incorporate critical path analysis for trackwork completion.
  • Oversee the pre-qualification and tendering process to select and engage suitable contractors for trackwork construction.
  • Manage system assurance processes in alignment with project and regulatory requirements.
  • Supervise all Testing & Commissioning activities to ensure compliance with employer specifications and operational standards.
  • Provide expertise in the preparation of operational and maintenance manuals.
  • Ensure adherence to corporate policies, procedures, and safety standards throughout the project lifecycle.
  • Participate in project meetings, ensuring that action items and minutes are accurately documented and promptly disseminated.
  • Support contract negotiations, issuance of subcontracts, and assessment of schedule and cost impacts for change orders.
  • Assist in managing project closeout activities, including documentation, final inspections, and warranty tracking.
  • Support the contract team in the preparation, evaluation, and negotiation of claims by providing technical insights, schedule impact assessments, and cost analysis to ensure fair resolution.
  • Analyze and address stakeholder feedback, including input from operators and community members, ensuring appropriate resolution of concerns.
  • Track and coordinate critical facility handovers to the Systems and Communications Contractor for key infrastructure elements.

Skills and Qualifications

  • Education: Bachelor's degree in Civil Engineering or a related discipline.
  • Experience: Minimum of 10 years in civil construction, major infrastructure, or rail trackwork projects.
  • Technical Expertise: Hands-on experience in track installation and strong knowledge of railway construction standards.
  • Project Management: Proficiency in scheduling software such as MS Project
  • Communication Skills: Strong written and verbal communication skills, including the ability to write technical reports and engage effectively with stakeholders.
  • Safety & Compliance: Broad knowledge of construction site safety and Occupational Health and Safety regulations.
  • Software Proficiency: Skilled in Microsoft Office (Word, Excel, PowerPoint, Outlook) and document control tools.
