- The Service recently undertook a review and revision of its job evaluation tool. The position of Total Compensation Analyst had been previously assigned a tentative salary grade E on the previous salary grid, and accordingly will be subject to a final review under the revised job evaluation tool, which will result in the position being assigned a new grade on the revised salary grid
POSITION PURPOSE
The Total Compensation Analyst is a specialist in compensation programs and administration. They will be a key member of the total compensation team in the design, development, implementation and communication of total compensation programs and processes. The Total Compensation Analyst will provide analytical and advisory support on total compensation best practices
MAJOR DUTIES & RESPONSIBILITIES
- Conducts job analysis and provides support to managers on the drafting of job descriptions for new and changed positions
- Liaises with supervisors on the accuracy of job content information and the consistency of qualification
- Ensures job descriptions adhere to a set standard of quality and provides appropriate instruction, training and guidance to supervisors and / or incumbents where necessary. Provides support and recommendations to the hiring managers to ensure the job description translates effectively into the business need
- Provides recommendations and guidance on information such as job description writing, job evaluation process, qualifications, and position title
- Supports job evaluation activities for the Civilian Waterloo Regional Police Association (WRPA) and Senior Officer Association (SOA) in accordance with the applicable Terms of Reference
- Reviews and analyses job evaluation submissions; follows up on discrepancies / incomplete submissions. Coordinates committee meetings, completes administration, and communication
- In collaboration with the Manager, determines provisional job evaluation ratings for new civilian job classifications
- Tracks the status of new jobs, six-month reviews, and maintenance review processes. Informs incumbents and supervisors when they are due to complete a review and provides guidance where necessary
- Maintains job-related data and documentation (e.g. job codes, job descriptions, job evaluation results, and position titles) within the Human Resource Information System (HRIS), spreadsheets, and other filing systems
- Monitors and ensures compliance with the Pay Equity requirement
- Works with the Manager on the cost implications of any job evaluation / pay equity change
- Assists in the development and utilization of metrics and models to understand both current and future compensation trends
- Supports in-depth quantitative and qualitative analyses of the Service’s total compensation programs in order to evaluate internal equity, external competitiveness, as well as legislative compliance
- Assists HR colleagues and managers in the development of salary recommendations, ensuring adherence to the Service’s compensation principles, policies, collective agreements and employment contract
- Establishes and maintains effective salary administration practices and procedures
- Works in collaboration with the Manager to document and maintain standard operating procedures, workflows, forms, and other types of communications. Recommends policy and procedure improvements to maintain standards, continuity, and efficiency
- Consolidates and interprets information, prepares reports and / or survey results; develops conclusions and makes recommendations
- Maintains and updates the intranet page to ensure accurate and up-to-date content, including job descriptions and job evaluation information
- n.May conduct lunch and learn sessions for supervisors and civilian incumbents on pay equity and job evaluation
- Research job description information, occupational classification information, salary market information, questionnaires, and pay equity and job evaluation reports
- Responds to information requests from external policing partners to match positions and provide salary band information
- Undertakes special projects related to job analysis, requests for information, or market surveys as directed. Collects other information as requested
- Performs other related duties as assigned
SKILL
- Knowledge of job analysis, job description techniques, principles, and processes, compensation management, organizational effectiveness, labour relations, and human resources policies and best practices
- Successful completion of a University Degree in Human Resources, Business Administration, or a related field
- Minimum three (3) years progressive experience in a similar Total Compensation role with demonstrated understanding and application of compensation philosophies, practices and legislation
- Attainment or in the process of attaining a professional designation in compensation (CEBS, CCP or equivalent). A Certified Human Resources Professional (CHRP) designation is preferred
- Familiarity with a unionized work environment is an asset
- Knowledge and ability to comply with policies, procedures, legislation (e.g., pay equity, privacy, labour relations, employment standards), collective agreements, terms of reference and job evaluation plans
- Knowledge of the interrelatedness of jobs across an organization and within a hierarchy, and related potential issues and opportunities
- Research, analytical, problem-solving skills and attention to detail to collect / provide accurate, relevant information, analyze jobs and conduct job evaluation, identify anomalies, and maintain data
- Intermediate Microsoft Office skills with emphasis on Excel for data manipulation and analysis. Previous experience using software such as Adobe Acrobat, Banner, Crystal Reports, human resources information systems and electronic document management systems
- Ability to gather, analyze, and synthesize job and job structure information, accurately describe the type and level of work performed, and identify impacts of decisions and word choice when participating in job evaluation and reorganization
- Ability to write clear, concise, defensible job descriptions, job evaluation rationale, website content, and correspondence
- Demonstrated organizational skills with the ability to prioritize, multitask and meet tight time frames within a fast-paced environment
- Strong collaboration and relationship management skills; ability to work effectively with all levels of the Service and external parties. Demonstrated understanding of the importance of client-centred customer service
- Acquired knowledge of WRPS position job requirements. Ability to reference and access relevant sections and procedures of the Terms of Reference of the WRPS Joint Job Evaluation Program, the Ontario Human Rights Code, the Pay Equity Act, the Employment Standards Act and the Occupational Health & Safety Act to ensure job description content accuracy
- Communication and interpersonal skills to identify and assess job description content issues and disputes, to interview members and supervisors, to probe for relevant job content information, provide information in a tactful and sensitive manner and make effective recommendations and decisions
- Ability to work independently to organize tasks and track dates, meet deadlines for job evaluation, maintenance review dates, and write new or update existing job descriptions
- Ability to meet police security clearance and background check requirements and maintain confidentiality
- Ability to participate as an effective team member and to support and project values compatible with the organization
- A valid Class “G” Ontario Driver’s License with no more than six demerit points is required to travel within the Region to attend meetings
- Ability to meet the testing requirements of the position
