The Project:

Reporting to the Stations, Rail and System Director, the Testing and Commissioning Director will lead the Testing and Commissioning, and entry into service of the Scarborough Subway Extension project. This position will manage a team of Metrolinx staff, consultants and contractors to deliver the Testing and Commissioning workstream.

You'll Be Responsible For:

  • Overseeing and managing the Contractor's Testing and Commissioning Team to ensure milestones are met without compromising safety or quality.
  • Developing and ensuring a progressive handover approach so testing is phased and not bottlenecked by civil works delays.
  • Driving integration across traction power, track, signals, tunnel ventilation, and communications.
  • Ensuring the Contractor's Testing and Commissioning processes align with system assurance, operational readiness, and safety case requirements.
  • Validating that test reports, commissioning certificates, and safety approvals are properly documented before service trials.
  • Working closely with the Independent Safety Assessor (ISA) to review safety-related test results and certification readiness.
  • Proactively address testing risks related to civil delays, design changes, or system integration issues.
  • Ensuring the Contractor's Testing and Commissioning schedule is properly phased with construction completion and system installation.
  • Ensuring Operations & Maintenance (O&M) teams are engaged early for operator training, trial running, and final acceptance.
  • Providing final approval for system readiness, ensuring all commissioning requirements are closed out before revenue service.
  • Ensuring all Testing and Commissioning documentation, certifications, and as-built records are completed.
  • Managing testing and commissioning interfaces and dependencies across all asset groups (incl facilities and systems).
  • Leading the handover of assets to stakeholders such as TTC, City of Toronto and/or Metrolinx AMM (Asset Management and Maintenance).
  • Leading operational readiness task force.

You'll Need To Have:

  • Significant testing and commissioning experience on large scale rapid transit projects.
  • Significant project management experience on large scale rapid transit projects.
  • Experience leading a team of technical professionals and managing contractor's testing and commissioning activities.
  • Knowledge of principles and practices of architecture, urban planning, engineering design and their application to the construction of rapid transit projects.
  • Demonstrated experience successfully managing the competing objectives of many external and internal stakeholders.
  • Sound commercial and business acumen, with experience managing complex negotiations for construction projects to align with overall project objectives.
  • Excellent communication and collaboration skills with experience managing a variety of internal and external stakeholders, including municipalities and third-party utility providers.
