Join Our Team – Temporary, Full-Time Maintenance Coordinator – Kenora – Kenora District Services Board (kdsb.on.ca)
Situated along the Trans-Canada Highway between the neighbouring city centres of Winnipeg and Thunder Bay, the District of Kenora comprises several communities in Northwestern Ontario, offering an experience in nature like no other. With its main administration office in Dryden and other office locations and ambulance bases across the District, the Kenora District Services Board (KDSB) is the integrated service delivery agency dedicated to improving everyday lives through early learning and care, housing, paramedic, and social services.
Through our continued growth, we are currently seeking to hire a temporary, full-time Maintenance Coordinator located in Kenora, Ontario to join our Infrastructure team. This temporary position will be for three (3) years from the date of employment, with the potential to become a permanent full-time position.
Reporting to the Facilities Manager, the Maintenance Coordinator is responsible for assisting the Facilities Manager (FM) in maintaining and improving the assigned portfolio of assets that are owned, leased, or occupied by the Kenora District Services Board. Work includes a mix of both office and in-field hands-on work.
Key responsibilities include:
- Coordinate, supervise, mentor and monitor performance of front-line maintenance staff and day to day operations. Frontline staff include a diverse group of Facilities Technicians (FT) (both ticketed trades persons and skilled labourers) as well as Custodians. Responsibilities include but are not limited to providing evaluation, training, discipline, and assignment of duties. Provide relief coverage from time to time as required, including travel to alternate field offices, as necessary.
- Assist FTs and Custodians in the field as required and provide hands-on training, guidance, and coordination.
- Manage and monitor the daily work order system. This includes review of submitted work orders for accuracy, prioritization of projects, assignment of jobs to staff or contractors as appropriate, and ensuring projects are completed in a timely manner.
- Co-ordinate housing unit move-outs and suite preparation for new tenancy. This includes performing or coordinating move-in / move-out inspections as well as coordinating and supervising renovations such as repainting, re-flooring, replacement of kitchen, bathrooms, HVAC equipment, electrical fixtures, and other interior and exterior renovations and repairs to prepare units.
- Implement preventive maintenance, integrated pest management, and related plans for the facilities as directed by the FM.
- Oversee repairs as directed by the FM. This includes assignments to staff as well as procurement of contracted services through a request for quote (RFQ) to complete planned building renovations, replacements, upgrades, and equipment purchases.
- Maintain the Inventory Tracking System as instructed by the FM. This includes tracking KDSB owned furnishings/equipment by unit and updating the system for asset additions/disposals and movement between units.
- Implement the Asbestos Management Plan and assist the FM in maintaining the Hazardous Materials Inventory System (HMIS). Supervise annual condition inspection and coordinate abatement of materials as needed or during renovation work.
- Maintain fire safety plans and logbooks and coordinate fire safety testing and inspections. This includes ensuring that all plans are up to date, and all practices conform to the Ontario Fire Safety Code and local rules and regulations. Oversee all fire checks, tests, and inspections and provide guidance/training to site staff.
- Provide recommendations to the FM for the purpose of long-term capital planning and operating budgets. This includes identification of priorities and making recommendations to changes from planned projects based on actual circumstances.
- Support quality maintenance standards to assist Property Manager(s) in meeting timely turnaround of units and to assist the Board in meeting its obligations as stated in the Provincial Benchmarking and Best Practices Initiatives.
- Ensure compliance with the Occupational Health and Safety Act related to the Maintenance function and staff.
- Monitor and ensure staff/contractor compliance with the requirements of provincial regulations, municipal by-laws, fire codes, building standards and Board policies, procedures, service standards, guidelines, and directives.
- Coordinate and participate in the after-hours call-out process that ensures the protection of assets and the well-being of tenants in the event of an after-hours emergency.
- Perform other duties as assigned from time to time.
Successful candidates will have or be able to:
- Comprehensive knowledge, training and experience in building operations and repair, construction practices, energy-management processes and preventive maintenance.
- A thorough knowledge of general maintenance procedures along with a skill set that includes basic proficiencies in some or all the following: carpentry, millwork, plumbing, HVAC, onsite sewer and water treatment, and other mechanical and electrical systems.
- Comprehensive knowledge and understanding of the Occupational Health and Safety Act, and the Ontario Building, Fire and Electrical Safety Codes as they relate to KDSB’s assets.
- General knowledge of municipal by-law requirements as they relate to public and non-profit housing projects.
- General familiarity with the Housing Services Act and related Regulations as they relate to KDSB’s assets.
- Strong organizational skills, initiative, and ability to perform tasks without close supervision. Ability to carry out assigned projects to completion and work under pressure with frequent interruptions.
- Sufficient communication and interpersonal skills in dealing effectively with management staff, employees, the public, government and community agencies. This includes an appreciation of the need for confidentiality, tact and discretion.
- Ability to read, review and interpret technical documents and drawings, including but not limited to architectural and engineering drawings related to construction projects and “as-built” plans.
- Proficiency related to the use of computers and other information technology in the production of contract documents, word processing documents and spreadsheets.
Qualifications will include:
- At minimum, be a graduate of a recognized college in a skilled-trade related to facilities with five (5) years’ experience in building maintenance, operations, supervision and project coordination.
- Preferred experience in the areas of building operations and public sector housing, as well as supervision/management of non-unionized skilled trades and custodial staff.
- Requires a valid Ontario Class G (or equivalent) driver’s license and a reliable means of transportation.
- A satisfactory Criminal Record Check must be provided.
- Must be legally eligible to work in Canada.
