The Aboriginal Coalition to End Homelessness Society (ACEH) is seeking a Culturally Aligned Integrated Support (CAIS) Island-Wide Development Manager to support the continued development, implementation, and evaluation of the CAIS program across Vancouver Island.

The Island-Wide Development Manager provides leadership and supportive oversight to the Culturally Aligned Integrated Support teams in Victoria, Port Alberni, and Port Hardy, while contributing to ACEH’s broader Island-wide mission to prevent and reduce homelessness through culturally supportive approaches.

The position oversees multiple contracts and budgets contributing to CAIS, including those associated with the Canadian BC Housing Benefit (CBCHB), Supported Rental Supplement Program (SRSP), Island Health, and the Ministry of Social Development and Poverty Reduction. Beyond program oversight, the role supports research, evaluation, knowledge development, and meaningful community engagement to strengthen CAIS’ impact and inform ACEH’s Island-wide work. Success requires strong leadership, relationship-building, program development, compliance, data collection and analysis, and the ability to translate community knowledge and evidence into responsive programs and systems change.

JOB DETAILS

Location: 1809 Douglas Street, Victoria, BC

Travel: Required throughout Vancouver Island

Position Type: Full-Time, Temporary

Term: Temporary position to cover an employee on an extended leave

Salary: $72,800 – $83,200 annually

KEY RESPONSIBILITIES

Program Development & Implementation

  • Support CAIS teams across Victoria, Port Alberni, and Port Hardy.
  • Recruit, onboard, supervise, and support the CAIS Port Hardy Manager.
  • Lead cross-site team meetings, supporting shared learning, planning, problem-solving, and alignment.
  • Identify emerging challenges, streamline processes, and support effective program delivery.
  • Implement recommendations from the final CAIS report.
Contracts, Budget & Compliance
  • Oversee CAIS contracts, budgets, deliverables, MOUs, and reporting requirements.
  • Maintain contract overviews, consolidated budgets, reporting schedules, and key deliverables.
  • Monitor expenditures, timelines, invoices, and reporting requirements.
  • Support implementation of funder policies and requirements, including quarterly Island Health reporting.
Research, Evaluation & Knowledge Development
  • Lead research, evaluation, and knowledge development that strengthen CAIS and advance ACEH’s Island-wide mission.
  • Analyze program and community data to identify trends, outcomes, needs, and opportunities.
  • Oversee CAIS data quality and reporting through CAMS and Housing Connections.
  • Develop resources that support Family Members with housing navigation and private-market tenancy.
  • Develop capacity-building resources for First Nations and urban Indigenous organizations.
  • Prepare grant applications aligned with ACEH’s strategic and Island-wide priorities.
Community Engagement & Partnerships
  • Build and maintain relationships with First Nations, Indigenous organizations, community partners, and service providers across Vancouver Island.
  • Support community and Nation engagement, training, and relationship-building across the three Tribal Regions.
  • Strengthen local and Island-wide collaboration to improve responses to Indigenous homelessness.
  • Co-host Collaborative Response Network meetings with the Executive Director and/or Associate Executive Director.
  • Support knowledge gathering and community engagement to inform ACEH’s 10-Year Housing Strategy.
System & Organizational Support
  • Maintain CAIS resources, tools, forms, and SharePoint systems.
  • Ensure program sites have current policies, procedures, and resources.
  • Support professional development for CAIS managers and teams.
  • Identify opportunities for innovation, partnership, funding, and systems change.
  • Participate in team meetings, organizational planning, and training.
  • Undertake other duties that support ACEH’s mission and strategic priorities.
QUALIFICATIONS, EDUCATION & EXPERIENCE
  • Bachelor’s degree in a relevant field such as Indigenous studies, Indigenous governance, social work, public health, public policy, community development, social sciences, health administration, or a related discipline; or an equivalent combination of education and experience.
  • Demonstrated experience in housing, homelessness, community development, program development, or related social services, with knowledge of local wrap-around supports.
  • Experience in research, evaluation, data analysis, project management, or systems improvement.
  • Demonstrated experience working with Indigenous-led organizations, First Nations, and/or Indigenous communities; experience working across urban, rural, and remote communities is an asset.
  • Experience managing contracts, budgets, reporting requirements, and/or funding agreements is an asset.
  • Knowledge of the BC housing and homelessness systems, including relevant provincial programs, policies, and community resources.
  • Experience building partnerships and facilitating community engagement, consultation, and collaborative planning.
  • Experience developing grants, reports, resources, or knowledge products is an asset.
  • Knowledge of Indigenous cultural safety, trauma-informed practice, and the impacts of colonization and intergenerational trauma.
  • Ability to travel regularly across Vancouver Island, including urban, rural, and remote communities.
KNOWLEDGE, SKILLS & ABILITIES
  • Experience leading and developing programs across multiple sites or communities.
  • Strong understanding of Indigenous homelessness, housing, and culturally grounded service delivery.
  • Experience working respectfully and effectively with First Nations, Inuit, and Métis peoples, Nations, and Indigenous organizations.
  • Demonstrated ability to build and maintain strong community and organizational partnerships.
  • Experience with research, evaluation, data analysis, and translating findings into program improvements.
  • Strong understanding of program development, systems improvement, and change management.
  • Experience managing contracts, budgets, reporting requirements, and funder relationships.
  • Strong project management skills, including managing competing priorities and deadlines.
  • Excellent written and verbal communication skills, including report, grant, and resource development.
  • Ability to use data and community knowledge to identify trends, gaps, and opportunities for systems change.
  • Strong facilitation skills and ability to bring diverse perspectives together to support shared goals.
  • Ability to travel across Vancouver Island and work effectively across urban, rural, and remote communities.
  • Knowledge of housing systems, tenancy, and homelessness services is an asset.
  • Knowledge of trauma-informed and culturally safe approaches to supporting Indigenous peoples.
  • Ability to work collaboratively, navigate complexity, and respond thoughtfully to emerging challenges.
  • Ability to learn from and work alongside Indigenous leaders, Elders, Family Members, and community partners.
  • Ability to lead with humility, curiosity, accountability, and a non-judgmental approach.
REQUIRED
  • Willing and able to complete a Criminal Record Check through the Ministry of Justice for working with vulnerable adults and youth.
  • Valid BC Driver's License.
