Job summary

Aboriginal Coalition to End Homelessness Society seeks an Indigenous Community Justice Manager to lead the Indigenous Community-Based Justice Program and support Indigenous adults and youth through culturally grounded justice initiatives, advocacy, diversion, Gladue Aftercare and reintegration.

The role requires a post-secondary credential in Criminal Justice or related field, plus supervisory experience and strong collaboration with community partners.

Qualifications

• Post-secondary diploma or degree in Criminal Justice, Social Work, Human Services, or related field.
• Minimum two years of experience in justice services, social services, or a related field, with supervisory experience.
• Minimum three years of administrative or human services experience with program coordination.
• Demonstrated knowledge of the Canadian justice system, restorative justice, and relevant legislation.
• Experience working with Indigenous Peoples and knowledge of Indigenous cultures and community supports.
• Valid BC Driver's License and reliable vehicle.
• CRRP clearance for working with vulnerable adults.

Responsibilities

• Lead and oversee ACEH's Indigenous Community-Based Justice Program for adults and youth.
• Provide leadership, supervision, mentorship, and operational support to the Justice team.
• Develop, oversee, and support Gladue Aftercare case management and healing plans.
• Build collaborative relationships with BC Corrections, Crown Counsel, Indigenous Court Workers, Victoria Police Department and partners.
• Advocate for Indigenous participants by supporting access to culturally relevant services, traditional healing, housing, education and employment.
• Promote restorative justice principles and diversion opportunities.
• Maintain accurate case files, documentation, participant records, statistics and program reporting.
• Monitor program outcomes and report to senior leadership.
• Ensure program operates in accordance with ACEH policies and funding requirements.

Job Details:

Position Type: Temporary Full-Time (40 hours per week)

Term: Temporary position to cover an extended leave.

Location: 1809 Douglas Street, Victoria, BC

Start Date: As soon as possible, conditional upon receiving a Clearance Letterthrough the Criminal Records Review Program.

Compensation: $69,680 annually ($33.50 per hour)

Key Deliverables:

• Lead and oversee all aspects of ACEH's Indigenous Community-Based Justice Program, including prevention, diversion, Gladue Aftercare, and community reintegration initiatives for Indigenous adults and youth.
• Provide leadership, supervision, mentorship, and operational support to the Justice team, including Justice Navigators, Youth Justice staff, Elder Mentors, and contract positions.
• Develop, oversee, and support Gladue Aftercare case management, healing plans, participant advocacy, and culturally appropriate service delivery.
• Build and maintain collaborative relationships with BC Corrections, Crown Counsel, Indigenous Court Workers, Victoria Police Department, community organizations, and other justice system partners.
• Advocate for Indigenous participants by supporting access to culturally relevant services, traditional healing, health care, housing, education, employment, and other community resources.
• Promote restorative justice principles and support alternative measures, diversion opportunities, and culturally appropriate sentencing recommendations.
• Maintain accurate case files, documentation, participant records, statistics, financial tracking, and program reporting requirements.
• Monitor program outcomes, evaluate program effectiveness, identify opportunities for continuous improvement, and provide updates and recommendations to senior leadership.
• Support the development and implementation of healing plans and follow-up supports before and after sentencing.
• Ensure the Justice Program operates in accordance with ACEH policies, funding requirements, and applicable legislation while maintaining participant confidentiality.
• Work collaboratively with Elders, Knowledge Keepers, community partners, and internal ACEH programs to strengthen culturally safe supports for Indigenous Family Members.

• Participate in mandatory meetings, training, community engagement activities, and other duties as required

Qualifications and Education Requirements

• Post-secondary diploma or degree in Criminal Justice, Social Work, Human Services, or a related field.
• Minimum two (2) years of experience working within justice services, social services, or a related field, or an equivalent combination of education and experience.
• Minimum two (2) years of supervisory or management experience.
• Minimum three (3) years of administrative or human services experience, including progressive responsibility for program coordination or service delivery.
• Demonstrated knowledge of the Canadian justice system, Criminal Code, restorative justice principles, diversion processes, and relevant provincial and federal legislation.
• Experience in program development, delivery, administration, and evaluation.
• Experience working with Indigenous Peoples and demonstrated knowledge of Indigenous cultures, traditions, and community supports.
• Valid BC Driver's License and reliable vehicle.
• Clearance Letter through the Criminal Records Review Program (CRRP) for working with vulnerable adults

Preferred Skills and Abilities

• Progressive understanding of the impacts of colonization, Residential Schools, the Sixties Scoop, systemic racism, intergenerational trauma, and the overrepresentation of Indigenous Peoples within the justice system.
• Demonstrated leadership, supervision, coaching, and team development skills.
• Ability to work holistically, professionally, trauma-informed, and non-judgmentally with individuals experiencing complex barriers.
• Strong knowledge of restorative justice, Gladue principles, Indigenous-led justice initiatives, and culturally grounded healing practices.
• Ability to build collaborative relationships with justice partners, government agencies, Elders, Knowledge Keepers, and community organizations.
• Excellent written, verbal, electronic, and interpersonal communication skills.
• Strong organizational skills with the ability to manage multiple priorities, deadlines, and competing operational demands.
• Ability to maintain accurate documentation, prepare reports, and analyze program outcomes.
• Ability to work independently while contributing positively as part of a multidisciplinary team.
