Job summary

The Ministry of Public and Business Service Delivery and Procurement (Community Services Cluster) is seeking a Senior Technology Architect to design, implement, and manage cross‑platform architecture across hardware, software, data, and communications systems in a large, distributed environment.

The role requires deep Oracle DB, IBM middleware, ODI/OBIEE expertise, plus hands‑on leadership for OS upgrades, data integration, and BI architecture.

Qualifications

• 10+ years of experience with Oracle Database (11gR2, 12cR2, 19c), including RAC.
• 10+ years UNIX/Linux and Windows Server experience.
• 10+ years experience with SQL Server (2016).
• Extensive experience with IBM TRIRIGA, WebSphere, and IHS architecture.
• SSO solutions using OPS Go‑Secure technology.
• ODI and OBIEE design and architecture.
• Experience with enterprise BI and large-scale (20TB+) BI app architecture.
• Knowledge of Hadoop installation, configuration, and infrastructure design.
• In-depth knowledge of Oracle flashback, clustering, and Data Guard.

Responsibilities

• Provide middleware development and operations support for ECIS running IBM IHS, WebSphere, and TRIRIGA.
• Provide Oracle database and infrastructure support for RV data warehouse systems.
• Lead Oracle upgrades and migrations across environments.
• Perform capacity planning, monitoring, and tuning of Oracle SQL Server databases.
• Support RV SRSS implementation using SQL Server 2016 and Reporting Services.
• Update technical documentation and Architecture artifacts.

Overview

The Ministry of Public and Business Service Delivery and Procurement (Community Services Cluster) is seeking a Senior Technology Architect to support a large, distributed cross-platform environment. The successful candidate will be responsible for designing, implementing, and managing technical architecture across hardware, software, database, and communications systems. This is a hands‑on senior role requiring deep expertise in Oracle database administration, IBM middleware, and enterprise solution architecture.

Key Responsibilities

• Provide middleware development and operations support for the ECIS solution running IBM IHS, WebSphere, and TRIRIGA
• Provide Oracle database and infrastructure support for the Report and Validation (RV) data warehouse system
• Provide Oracle database and Oracle Data Integrator (ODI) support to various data warehouse systems
• Lead the planning of DDSB Server OS upgrades for Windows, Solaris, and Linux servers
• Lead the planning and execution of Oracle upgrade and migration projects
• Perform capacity planning, database monitoring, and performance tuning across all Oracle SQL Server databases
• Provide solution design and architecture for system and data integration initiatives
• Provide support and solution design for Hadoop implementation
• Provide daily DBA support for all databases running in Oracle 19c across development, test, pre-production, and production environments
• Perform database backup and recovery, export and import, database maintenance, and performance tuning
• Support RV SRSS implementation utilizing SQL Server 2016 and Reporting Services
• Update and maintain technical documentation including Operation Manuals and Technical Architecture documents

Must-Have Requirements

• 10+ years of experience with Oracle Database (11gR2, 12cR2, 19c), including Oracle Real Application Cluster (RAC)
• 10+ years of UNIX (Solaris and Linux) and Windows Server experience
• 10+ years of experience supporting SQL Server (SQL Server 2016)
• Extensive experience with solution design and architecture for IBM TRIRIGA, IBM WebSphere, and IBM IHS
• Extensive experience with solution design and architecture for Single Sign-On solutions utilizing OPS Go-Secure technology
• Extensive experience with Oracle Data Integrator (ODI) and Oracle OBIEE solution design and architecture
• Demonstrated experience with enterprise web-enabled anti-virus file scanning solution design
• Demonstrated experience with large-scale (20TB+) Business Intelligence application architecture
• Demonstrated experience with Hadoop software installation, configuration, and infrastructure design
• In-depth knowledge of Oracle database flashback technology, database clustering, and Data Guard technologies
• In-depth knowledge of database, OS, and storage performance monitoring and tuningExperience with at least three different platforms, operating systems, environments, database technologies, and communications protocols
• Experience with middleware and gateways, and knowledge of performance considerations across environments
• Experience with IAM modernization initiatives utilizing technologies such as Microsoft Entra ID or Oracle IAM
• Strong analytical, problem-solving, and decision‑making skills with excellent written and verbal communication

Nice-to-Have Skills

• Experience developing enterprise architecture deliverables based on Ontario Government Enterprise Architecture processes and practices
• Knowledge and understanding of Enterprise Content Management (OpenText ECM applications)
• Knowledge and understanding of Information Management principles, concepts, policies, and practices
• Previous public sector experience in an organization of equivalent size and complexity to the Ontario Public Service

Work Environment

This is a fully onsite role based at 777 Bay Street, Toronto, five days per week. The position is with the Community Services Cluster under the Ministry of Public and Business Service Delivery and Procurement. No security clearance is required. The successful candidate will work within a large, complex IT environment supporting mission‑critical systems across multiple platforms.
