Your mission
JCCBI is looking for a Technician 2, Civil Engineering to help fulfill the mission of the Construction Department which is stated as follows: Our department applies integrity and thoroughness to soundly manage construction and repair contracts on our infrastructure, in partnership with internal and external stakeholders, while minimizing the impact on users.
Reporting to the Head of Construction, you are responsible for providing support in the management of construction contracts and assisting, if necessary, the construction managers in monitoring work on site. You will provide support to engineers in charge of construction contracts by helping plan work, control costs and budgets, meet deadlines, perform analyses, and process claims and contract addenda. You will be responsible for carrying out a variety of technical and administrative tasks involved in monitoring the Corporation’s construction contracts. You must ensure the quality of the services provided by the agents assigned to the supervision and quality assurance of the work by carrying out evaluations of the services provided. You also collaborate in the development and implementation of new tools aimed at improving contract and project management.
- Support construction managers in their tasks by providing advice and support and technical and administrative support, including the preparation and revision of documents, information research, data compilation and the preparation of follow-up reports, as required.
- Provide technical expertise in monitoring the Corporation’s contracts with consultants and work with Construction Department engineers to check that contracts run smoothly by making sure they are carried out in line with terms of reference requirements (quality, scope of services, costs and deadlines).
- Act as support for the project team and contact person in the field, in order to liaise with the representatives of CN and MTMD, who will be carrying out major works at the same time as the Corporation.
- Raise issues and problematic situations with the construction managers, suggesting solutions and recommendations.
- Help prepare additional work orders (change notices and addenda).
- Visit the sites, in the presence of the construction managers and agents, in order to carry out inspections of the qualitative acceptance of the work according to the established frequencies.
- Upon request, visit the structures and carry out surveys or targeted inspections.
- Help prepare terms of reference for contracts awarded to monitoring firms, testing laboratories and claims consulting firms.
- Verify and analyze bids and proposals and prepare bid analysis tables.
- Review, comment on and monitor the stages of issuing final plans.
- Prepare various graphs and analyses to meet Construction Department requirements.
- Verify advance payment requests from contractors and consultants.
- Participate in the technical review of construction contract plans and specifications.
- Help process and update the recommendations database.
- Review established work processes and tools and propose measures to optimize the efforts of various internal and external partners and increase work efficiency.
- Take part in various project management committees by strategic area and provide technical assistance to the project team.
- Work together with the various stakeholders from the other departments of the Corporation.
- Perform all other related tasks and duties.
Experience and education
- Civil engineering technician’s college diploma.
- Have a minimum of five years’ relevant experience in civil engineering or good knowledge of common civil engineering practices, usually acquired through a combination of equivalent education, training and experience.
- Have a minimum of three years’ experience inspecting or monitoring construction/repair work on concrete and steel civil engineering structures.
- Be familiar with the MTMD general specifications and standards as well as the standards and regulations, both federal and provincial, relating to roads and bridge and viaduct structures, the environment and health and safety on construction sites.
- Possess good drafting skills and a good understanding and interpretation of technical plans and specifications.
- Excellent oral and written communication skills in French and good knowledge of English (oral and written).
- In-depth knowledge of Microsoft Office suite (Excel, Word and Outlook), MS Project (advanced).
- A valid class-5 driver’s licence.
- ASP construction training mandatory.
- Ability to work:
- In high structures or confined spaces.
- With various personal protective equipment (PPE) in accordance with current procedures (harnesses, breathing masks, etc.).
Assets
- Experience with engineering consultancies or firms working in the field of road infrastructure.
- Competence in estimating the cost of engineering works and roadworks.
- Knowledge of AutoCAD.
- Excellent ability to work as part of a team.
- Ability to communicate proactively and positively with peers and management.
- Ability to take initiative and work independently.
- Good organizational skills and attention to detail.
- Good time management and prioritization.
- Ability to manage or supervise several files/initiatives simultaneously while respecting deadlines.

Specific work conditions
- This position is based in our Québec City office. However, the immediate manager is based at our Longueuil office.
- Occasional travel to our Longueuil head office may be required.
