The Technical Specialist, Real Property Data Analytics, provides data management services to support the development and delivery of Client-Partner real property projects and programs. The incumbent acts as a technical specialist, collecting, collating, maintaining and verifying real property data from multiple sources. The Technical Specialist also executes data transfers, analyzes, develops and delivers data management information products and produces visualization tools such as dashboards and reports. The incumbent manages the Client-Partner relationship and develops creative solutions focused on collaboration and the quality and timeliness of deliverables.

KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive :

Primary

  • Complete data management work associated with real property projects
  • Support the development, implementation and management of real property data programs
  • Identify internal client and Client-Partner information requirements and interpret and develop analytical and visualization tools (e.g. dashboards, reports) using various data sources and technologies
  • Ensure accuracy of data and interpret results of analyses
  • Brief, advise and provide recommendations to Client-Partners based on data interpretation
  • Conduct inventories and properly classify building equipment and systems and site components in accordance with American Standards of Testing Material UNIFORMAT II and prepare estimates and reports
  • Assess facilities to determine physical condition, maintenance requirements, energy efficiency, suitability, utilization and Client-Partner satisfaction
  • Support Client-Partners in developing data-centred infrastructure programs for recapitalization, demolition and maintenance
  • Draft statements of works, prepare lifecycle cost analyses, and conduct investigations
  • Provide project management and technical support to facility management and maintenance, energy management, capital renewal planning, maintenance planning and / or real property development planning programs
  • Perform regular data integrity and quality audits
  • Prepare monthly reports for internal clients and Client-Partners
  • Develop and maintain effective relationships within DCC, and with industry, ClientPartners and / or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations

Other

  • Manage contracts
  • Support utility bill verification, energy consumption monitoring and modelling
  • Assist with the development and implementation of equipment / energy management measurement and verification strategies
  • Other duties as assigned

Skills

Formal Education And / or Certification(s) And Experience

  • Minimum : college diploma in engineering technology, facility management, data sciences, computer science, business, mathematics, economics, statistics, management, accounting or related field with four to five years’ relevant experience, or the equivalent
  • Preferred : university degree in one of the above fields and / or additional training in asset management, project management, facility management and energy management

Abilities

  • Use applicable computer software and operating systems
  • Use analytical tools to perform advanced tasks
  • Apply project and risk management techniques

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada.As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process . Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints.
