Job Description:

This role at Defence Construction Canada involves providing program and project management services to support infrastructure and environmental projects. The Technical Specialist acts as a technical expert, supporting complex projects, conducting research, and providing technical advice to Client-Partners.

Responsibilities:
  1. Research, prepare, and present documentation for projects (approvals, statements of work, budgets, policies).
  2. Manage projects from initiation to closure, including construction, recapitalization, and environmental assessments.
  3. Support project approval processes through business case development and documentation.
  4. Coordinate with Client-Partner representatives.
  5. Participate in procurement planning and prepare tender documents.
  6. Coordinate activities of consultants.
  7. Represent the project director or manager within delegated authority.
  8. Update project databases.
  9. Monitor project schedules and budgets.
  10. Support business development activities.
  11. Maintain relationships with stakeholders.
  12. Ensure quality standards are met.
  13. Manage project risks.
Skills and Qualifications:
  • Knowledge of real property, environmental, and construction services legislation and best practices.
  • Understanding of project and risk management principles.
  • Minimum college diploma in engineering, architecture, or related field with five years' relevant experience; a university degree and additional training are preferred.
  • Proficiency in computer software and project management techniques.
