Technical Program Manager – Cloud & API Delivery

Lead high-impact projects in the insurance industry in a hybrid role based in Toronto or Waterloo. Deliver API transformation, cloud infrastructure, and Agile/DevOps collaboration across squads. Strategic opportunity in a forward-thinking tech team focused on group benefits innovation.

• Salaried: $80-87 per hour.
• Incorporated Business Rate: $90-100 per hour.
• 6-month contract.
• Full-time position: 37.50 hours per week.
• Weekday schedule from 9 am to 5 pm.
• Hybrid work: in-office Tuesday to Thursday.

Responsibilities:

• Lead multi-squad teams across technical, regulatory, and cross-cutting initiatives.
• Drive consistent, coordinated implementation to meet strategic targets.
• Translate complex, multi-disciplinary requirements into actionable technical specifications.
• Collaborate with domain experts to assess technology implications and inform strategy.
• Develop and maintain implementation patterns and technical documentation.
• Evaluate and define technology standards for program-level compliance.
• Redesign process flows in partnership with cross-functional teams.
• Monitor emerging technologies and regulatory trends impacting operations.

What you will need to succeed:

• Bachelor’s degree or equivalent experience.
• 2+ years of experience in a technology leadership role.
• Experience implementing cloud infrastructure (Azure experience preferred).
• Knowledge of API frameworks and languages such as Java, NodeJS, GraphQL, or similar.
• Familiarity with Agile methodologies, specifically Scaled Agile Framework (SAFe).
• Understanding of DevOps, test-driven development, and continuous integration practices.
• Exposure to InnerSource development strategy is an asset.
• Strong technical and development background.
• Excellent organizational and multitasking skills.
• Ability to lead through ambiguity and clarify complex situations.
• Strong collaboration skills, including mentoring, code reviews, and design sessions.
• Demonstrated learning agility and openness to feedback.
• Strong problem-solving capabilities and decision-making under uncertainty.
