Qualifications

Job description

Reporting to the Manager of Revenue and Collections, the Tax Roll Clerk is mainly responsible for maintaining tax files on the property tax system. This position also handles residential lot sales and cemetery record maintenance. This employee is required to perform independent clerical work in the Tax Department, which is relatively complex in nature.

Public contact constitutes a significant aspect of this role. This involves the collection of property tax and explaining relatively complex regulations or procedures. Therefore, the Tax Roll Clerk requires a sound understanding of various City Bylaws and Provincial Acts regulating property taxes.

Required Qualifications:

Education, Designations and Certifications

Completion of Grade 12 diploma.

Local Government Administration Certificate or related certificate in business or accounting.

Ability to complete Respect Group online training and submit a satisfactory Criminal Record Check.

Must possess and maintain a valid Class 5 Saskatchewan Drivers’ License.

Experience

Two (2) or more years of experience in the municipal field, related to finance, assessment or taxation.

Knowledge

Knowledge of the principles, practices and procedures of the finance department.

Knowledge of the Information Services Corporation (ISC) Land System.

Familiarity with taxation software (e.g. Oracle).

Working knowledge of Assessment software (AO).

Understanding of accounting software (e.g. JD Edwards, Oracle).

A good understanding of municipal government procedures, including City Bylaws and Provincial Acts regulating property tax.

Experience with computers and Windows based computer applications (e.g. Microsoft Office).

Ability to deal courteously and tactfully in high stress situations with the general public and with other City employees.

Ability to work independently and use judgment and make decisions in accordance with established policies and procedures.

Ability to maintain moderately complex records and files.

Ability to understand and execute oral and written instructions.

Eligible to become a commissioner of oaths.

Skills

Effective verbal, written and listening communication skills.

Computer skills including ability to operate computerized accounting, spreadsheet and word processing programs at a highly proficient level.

Able to manage stress in a high-paced work environment.

This is a permanent full-time, in-scope position with a salary range is $25.01 to $30.42 per hour in accordance with the City of Swift Current - CUPE Local 183 Collective Agreement.
