A leading pediatric healthcare organization in Ottawa is seeking a Talent Services Officer to manage HR processes from hire to termination. The candidate will support managers with HR policies, handle employment documentation, and liaise with employees for inquiries. Ideal applicants will have a background in HR and two years of relevant experience. This is a temporary full-time position.

Qualifications

  • Minimum of two (2) years’ experience in a Human Resources field, preferably in a unionized environment.

Position summary

Reporting into the Manager, Talent Acquisition & Operations, the Talent Services Officer is a generalist role within the Human Resources department that performs duties relating to the administration of Human Resources processes from point of hire to termination. This position is responsible for processing and auditing employment documentation changes in the HR / Payroll systems, providing information on employee benefits, leave entitlements and other working conditions, and supporting the administration of pension and benefit plans. The Talent Services Officer acts as the main point of contact for managers and employees for employment related inquiries.

Job description
  • Act as the main resource person to provide information and guidance on Human Resources related matters to managers and employees of various departments / units within assigned client portfolio.
  • Review and process all employment changes in the HRIS system for multiple employee groups and seek clarification and additional documentation when required.
  • Support Managers by providing guidance on HR policies and procedures as well as clarification on the various employee compensation, benefits and leave entitlements according to collective agreements and policies.
  • Coordinate benefit and pension enrollments, changes, and termination and provide information sessions for employees.
  • Ensure the maintenance of employee leave records, monitor leave bank balances and initiate appropriate action when required.
  • Ensure adherence to policies, procedures and collective agreements for all transactions related to employee records.
  • Maintain the integrity, accuracy and confidentiality of physical and electronic employee records according to established protocols and guidelines (audit employee files as required).
  • Liaise with benefits plan and pension plan administrators as well as the payroll department for various transactions.
  • Perform administrative duties as required (eg. creating employee Id badges, filing, letter preparation, mailing / courier documents).
  • Support recruitment activities as required.
  • Identify and report HR systems related issues and participate in discussions to resolve them; participate in systems testing as required.
  • Collect and analyze HR data, prepare reports and documents and make recommendations as required.
  • Participate in human resources processes review and supports human resources projects as required.
Qualifications
  • Criminal Record Check (CRC) (Essential)
  • Diploma or University Degree in Human Resources Management or a related field or combination of relevant education and experience (Essential)
  • Minimum of two (2) years’ experience in a Human Resources field, preferably in a unionized environment (Essential)
  • Strong understanding of the HR functions and processes (Essential)
  • Working knowledge of applicable laws and legislation including the Employment Standards Act, Human Rights Act, Labour Relations Act the Occupational Health and Safety Act; general knowledge of corporate / departmental policies and procedures related to health and safety. (Essential)
  • Ability to work with and manipulate data (Essential)
  • Demonstrated ability to work in a fast paced environment (Essential)
  • Pleasant manner and tactful in dealing with the public, excellent communication, interpersonal and organizational skills (Essential)
  • Demonstrated initiative, customer service and teamwork skills (Essential)
  • Proficiency in the use of MS Office products and good general knowledge of payroll / HR information systems (Essential)

Timeline may be extended or shortened based on operational needs

Effective March 29, 2021, CHEO will conduct a more comprehensive pre-screening and evaluation process. This process may include more varied and multidimensional testing such as a written test, practical exam, or other assessment. All candidates who meet the essential and preferred qualifications may be tested.

Bilingualism (French / English) will be validated by a language proficiency assessment conducted by a third party provider. Candidates will be required to meet the minimum linguistic profile prior to the date of hire.
