The Office of the Auditor General (OAGO) is an independent office of the Legislative Assembly that conducts performance and financial statement audits of the provincial government, its ministries and agencies. We also audit organizations in the broader public sector that receive provincial funding. We have an exciting opportunity to join our People & Culture team. The Talent Management and Organizational Development Lead plays a crucial role in enhancing the OAGO's people and culture strategy, organizational effectiveness and employee experience. This position will primarily focus on designing, developing, implementing, and evaluating talent management and organizational development initiatives to support the office's strategic goals and foster a high performing, engaged, and adaptive workforce.

About the job

As a Talent Management and Organizational Development Lead, you will:

  • Contribute to the design and development of comprehensive learning and development programs, including professional skills training, technical training (relevant to auditing), current and future leadership development, and individual contributor growth paths.
  • Identify skill gaps and development needs through needs assessments, data analysis, and consultation with employees and management.
  • Facilitate or co-facilitate workshops, training sessions, and team-building activities as required.
  • Lead the implementation and ongoing management of performance management processes, including goal setting, feedback mechanisms, and performance reviews.
  • Assist in the development and implementation of career planning, talent mapping and succession planning strategies for key roles, particularly for specialized and/or senior leadership positions.
  • Assist in the development and implementation of change management strategies to ensure smooth transitions during organizational changes.
  • Conduct data analysis (e.g., employee surveys, exit interviews) to identify trends, insights, and areas for improvement related to talent and organizational effectiveness.
  • Support diversity, equity, inclusion and accessibility (DEIA) initiatives to foster an inclusive workplace.
  • Collaborate with People & Culture colleagues, managers, and employees across the office to understand their needs and provide relevant talent and development support.
  • Act as a resource for employees seeking guidance on professional development opportunities.
  • Participate in the continuous review, enhancement, and strategic development of the Auditor Trainee Program, ensuring alignment with professional auditing standards (e.g. CPA Ontario).
What you bring to the team
You will qualify for this position by demonstrating:

1. Education and Experience

a. Post-secondary education in a discipline pertinent to the position combined with relevant professional experience and affiliations, or an equivalent combination of education and experience.

Knowledge Requirements

  • a. Demonstrated experience in designing, implementing, and evaluating learning programs and organizational development initiatives.
  • b. Experience with HRIS systems and learning management systems (LMS).
  • c. Strong understanding of talent management principles and practices, including performance management, succession planning, and employee engagement.
  • d. Solid knowledge of organizational development theories and methodologies.
  • e. Understanding of Ontario's training and qualifications requirements for professional accountants.

3. Skills and Abilities

  • a. Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.
  • b. Strong analytical and problem-solving skills, with the ability to interpret data and make data-driven recommendations.
  • c. Proven and developed consultation skills, and the ability to work at all levels of the organization in assessing organizational needs and requirements and in developing talent management programs.
  • d. Proactive, self-motivated, and able to work independently with minimal supervision.
  • e. Strong project coordination and organizational skills, with the ability to manage multiple priorities and meet deadlines.
  • f. Ability to coordinate the staffing paperwork approvals process, oversee all staffing processes for the organization.
  • g. Ability to participate in other People & Culture projects, such as recruitment events, recognition programs and various other employment engagement activities.
Asset Qualifications
  • Certified Human Resources Professional or Leader (CHRP or CHRL) designation would be an asset.
  • Having the ability to communicate (orally and in writing) in French is an asset.
