About Us

The Public Service Commission is the central human resource agency for the Government of Saskatchewan. The Commission provides leadership and policy direction to all ministries to enable a high-performing and innovative professional public service. The Commission works with ministries to ensure effective workforce management by supporting delivery of foundational services such as staffing and classification, and strategic support including labour relations and organizational development.

Talent is one of five Human Resource Centres of Excellence, where a team of subject matter experts focus on proactively attracting, engaging, and growing the organization’s workforce. The branch is focused on three key pieces of Talent work – Attraction, Development, and Management.

The Opportunity:

The Talent branch has a two-year opportunity for a term Talent Attraction Consultant. This position will provide dedicated support to the Ministry of Corrections, Policing and Public Safety (CPPS), while being an integral part of the Talent Attraction CPPS Team. The Team aims to provide end-to-end staffing to support the recruitment and sourcing initiatives for the Ministry of CPPS. We are looking for a highly capable team player who is passionate about having the right people, with the right skills, at the right time. This assignment will be based in Prince Albert or Saskatoon.

Responsibilities:

  • Consult with clients on current and future talent needs;
  • Enable hiring managers through training, coaching, guidance and tools for effective recruitment and staffing-related practices;
  • Identify and develop process improvements and efficiencies in staffing;
  • Review and consult on job competencies; advertisements; screening criteria; assessment tools (exercises and interview guides) and reference check guides;
  • Provide deep expertise and staffing advice in order to mitigate risk;
  • Perform compliance-related functions related to re-employment lists, staffing file reviews, and bumping;
  • Source and engage candidates through various methods including social media (LinkedIn); internal applicant tracking system (ATS); career fairs; presentations; networking events; referrals and individual discussions;
  • Develop sourcing strategies for diversity initiatives, hard-to-recruit and pivotal roles;
  • Develop relationships and partnerships with educational institutions, community organizations and professional associations;
  • Collaborate with cross-functional units and teams within the Public Service Commission in relation to sourcing, recruitment, and staffing; and
  • Contribute to initiatives being driven by the TA Team, the Talent Branch, the Public Service Commission, and the Government of Saskatchewan.

Who You Are:

  • Effective and experienced consultant who can provide subject matter expertise in sourcing, recruitment, and/or staffing;
  • Proactive and listens attentively to understand, assess, and solve recruitment and staffing needs and/or challenges;
  • Resourceful, independent, and confident when presenting to an audience or training (virtually or in person), or when developing and delivering recruitment and sourcing strategies;
  • Able to thoroughly consider collective bargaining agreements, policies, and procedures in consultations;
  • Clear and concise when communicating both in writing and verbally; and,
  • A strategic relationship builder who can strengthen and deepen ties internally with colleagues and clients, and externally with institutions and organizations.

Typically, the knowledge and experience required is obtained through formal education in Human Resources and experience in talent attraction, but relevant combinations will also be considered.

What We Offer:

  • Dynamic, challenging work for talented individuals;
  • Positive, inclusive work environments;
  • Comprehensive benefits package including pension;
  • Training and support;
  • Career development opportunities.

We are committed to workplace diversity.
