Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.

The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:

  • Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
  • Structuring proposals and negotiating agreements with investors in infrastructure projects
  • Receiving and assessing unsolicited ideas and proposals for infrastructure
  • Providing advisory services with respect to financing infrastructure projects

Reporting to the Head, People & Culture, the Talent Acquisition Specialist:

  • Provides full cycle talent attraction and acquisition working closely with managers to anticipate and plan for staffing needs and for the development and delivery of key talent attraction strategies.
  • Provides value-adding consultation and guidance to hiring managers that influences the approach, strategy or process used to maximize recruitment initiatives.
  • Develops job postings and provides expertise and guidance to hiring managers in the design and implementation of the interview and evaluation process to positively impact the quality of hire.
  • Ensures the application of barrier-free and clear language in job postings and recruitment materials; and supports the provision of accommodation to applicants and candidates in accordance with the Human Rights code and relevant legislation.
  • Develops understanding of talent needs for specialized or critical positions given the scope, skill needs, labour market, function specific or industry trends; guides hiring managers in prioritizing appropriate position requirements and recruitment strategies based on business need. Leverages expertise in recruiting processes to establish reasonable timeframes and expectations.
  • Coaches hiring managers in the development of selection criteria, interview guides, testing and assessment of candidates to ensure a fair, consistent and effective hiring process.
  • Provides guidance and insight to hiring managers on key messages or candidate informational materials that will create a competitive advantage in the market.
  • Partners with external recruiters, HR team members, and internal stakeholders to drive staffing requirements.
  • Completes employee onboarding in tandem with the hiring manager and ensures that all relevant information is provided to the Finance team for payroll purposes.
  • Leads the implementation of new outreach and strategic recruitment initiatives and develops networks to ensure a constant flow of qualified candidates using various tools such as social media, career fairs, agencies, and external partnerships.
  • Identifies new recruitment opportunities to increase awareness of the organization and makes recommendations to enhance recruitment best practices and new recruiting approaches. Ensures hiring practices are followed consistently and fairly.
  • Contributes to the development of standards, procedures and processes, assesses feedback received and identifies areas for enhancements or improvements. Collaborates on support services templates, tools, and guidelines.
  • Collects, analyzes, and maintains and ensures accuracy of recruitment data. Identifies performance gaps, makes observations and conclusions from data analysis, and translates findings into actionable initiatives to maximize recruitment outcomes.
  • Supports Supply Ontario’s customer service standards, enabling client success and business/continuous improvement activities.

Education and Experience

  • Degree in Human Resources, or related degree and relevant experience.
  • Minimum 6 years of progressive recruiting experience with at least 2 years developing and executing sourcing strategies.
  • Professional certification (CHRP) is preferred.

Knowledge and Skills

  • In-depth knowledge of HR management best practices, processes and procedures relating to recruitment.
  • Knowledge of HR-related legislation such as Ontario Employment Standards Act, WSIB, Human Rights Code, Pay Equity Act, Occupational Health and Safety Act.
  • Knowledge of effective interviewing techniques and probing skills to solicit candidate responses.
  • Strong interpersonal skills and ability to build strong trust and rapport with leaders and able to flex style appropriately.
  • Ability to translate recruitment strategies into actionable plans and results.
  • Demonstrated ability to manage multiple searches, hiring managers, and projects simultaneously.
  • Strong political acuity, to recognize and take into account sensitive political situations.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Ability to think strategically and execute tactically.
  • Ability to protect and maintain confidential and sensitive information.
  • Strong written and verbal communication skills required to develop compelling job postings and work effectively with all levels of staff and management.
  • Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and other internal applications, as required.

Please note that this is a fixed term contract for 6 months.
