Primary Duties
Position Summary:

The System Control Operator is responsible for controlling, monitoring, and overseeing the safe and efficient operations of the Utilities Kingston electrical distribution system and natural gas distribution and odorant systems on a shift work rotation. They will maintain grid reliability and stability for customers while ensuring the protection and integrity of UK equipment and systems during normal and emergency conditions.

Key Responsibilities:

  1. Monitor the function and integrity of the electrical distribution system.
  2. Maintain real-time awareness of the distribution network and take action to minimize impact to electrical assets and ensure public safety.
  3. Maintain safe load levels to prevent outages, limit equipment failures and prolong the lifespan of electrical assets.
  4. Maintain the OMS, SCADA database and required control room records, logs and reports.
  5. Authorize and direct distribution equipment outages and load transfers.
  6. Maintain recovery and emergency contingency plans, load shedding plans and implement the UK Supplementary Emergency Plan.
  7. Collaborate with various stakeholders to resolve emergency situations efficiently and safely.
  8. Act as the controlling authority and issue authority to accept, approve, plan and establish and issue work protection permits and test permits for planned or unplanned isolations.
  9. Authorize, issue and terminate Supporting Guarantees for outside customers and contractors.
  10. Assign and direct switching activities for field workers and assist them to locate and isolate system problems.
  11. Maintain and monitor natural gas regulating system and Odourant System.
  12. Comply with all health and safety requirements, maintain a safe work environment, report hazards and promote a culture of safety in the workplace.

Education, Certification and Other Qualifications Required
Knowledge, Skills & Abilities:

  1. Expert knowledge of the Operating Electrical Distribution System and the Utility Work Protection Code.
  2. Advanced knowledge of the Outage Management System (OMS) and the Advanced Distribution Management System (ADMS).
  3. Advanced knowledge of the SCADA system and proficiency with GIS.
  4. Advanced knowledge of Natural Gas Odorant System and Roclink software.
  5. Advanced ability to interpret engineering drawings.
  6. Advanced organization, problem solving and multi-tasking skills.
  7. Advanced customer service and communication skills.
  8. Intermediate knowledge of the various UK utilities.
  9. Intermediate proficiency with AutoCAD.
  10. Intermediate proficiency with MS 365.
  11. Intermediate knowledge of Occupational Health and Safety requirements as it relates to individual, organizational and operational requirements.

Qualifications:
Post-secondary diploma in Electrical Engineering Technology/Instrumentation.
Electrical System Operator Certificate.
4-6 years’ experience in a similar role.
Class G drivers’ license.

Special Working Conditions/Conditions of Employment:
Maintain a Valid “G” driver’s license throughout employment.
Acquire training and complete the certification requirements for registration as an Electrical Distribution Operator within 4 years of hire.
Must be able to work a shift work rotation and be on-call. During on-call duty times, the Operator must be able to respond and attend to emergencies within one hour.
A Criminal Records Check obtained at the expense of the successful candidate will also be a condition of employment.
