Reporting the Employment Services (ES) Director, with dotted line to Finance Sr Director and Sr Manager, the ESAC will provide dedicated accounting and financial support to the Employment Services program. This role ensures robust financial oversight of Employment Ontario (EO) budgets particularly in managing Employment Related Financial Supports (ERFS) and assisting with Performance Based Funding (PBF). The successful candidate will bring demonstrated experience in accounting, bookkeeping and data analysis, preferably with an accounting designation. The ESAC will work closely with the EO program team to manage daily ERFS activities while ensuring quality control in tracking, monitoring, reconciling and reporting of expenditures provided to clients and employers.

Key Responsibilities

  • Act as primary liaison between EO Director, managers, coordinators, the internal finance team and WCG (Finance and Contract Managers)
  • Maintain accurate financial records ensuring ERFS, PBF budgets are effectively managed
  • Monitor and track ERFS claims submissions for all EO sites internally and on funder systems including proper documentation for proof of payment/purchase
  • Assist in preparing ERFS budget cashflows and support PBF forecasting and modelling across all EO locations
  • Work with coordinators and staff to purchase or issue ERFS for clients or employers which includes the collection of appropriate financial documentation
  • Ensure staff accountability for timely entry of claims into the funder reporting system to facilitate timely reimbursement
  • Conduct quality assurance checks of each and all expenditures in the funder systems for compliance and accuracy and quickly rectify identified issues
  • Establish regular check-ins with each EO coordinator to review their tracking systems to ensure financial accuracy and spending alignment to meet Key Performance Indicators (KPIs)
  • Assist the Director in the review of monthly claims and Detailed Transaction Reports (DTRs) and lead monthly financial review meetings with internal finance teams for alignment and reporting consistency
  • Work closely with managers, coordinators, staff and internal/external finance team to quickly identify and discrepancies including payments, errors, returned claims and reconcile on a daily and monthly basis
  • Ensure the accurate and timely submission of credit card expenditures, processing incoming and outgoing invoices, bills, and payments
  • Ensure all ERFS and PBF activities and updates are communicated and actioned to adhere to the Integrated Employment Services Guidelines or per funder communication
  • Review, refine and implement financial procedures to enhance efficiencies and compliance with Integrated Employment Services Guidelines and funder requirements
  • Ensuring statement and record compliance with accounting and tax laws and regulations
  • Adherence to corporate and financial policies

QUALIFICATIONS & SKILLS

  • Relevant Post-secondary education in Accounting, Finance and/or bookkeeping; accounting designation is an asset
  • Proven experience in financial reconciliation, data analysis, and budgeting
  • Strong proficiency in accounting software and Microsoft Office Suite with strong emphasis on Excel
  • Attention to detail with strong data entry and reconciliation skills
  • Experience with financial compliance, process improvement with planning and organizing skills
  • Strong communication and collaboration skills, with a proactive approach to problem-solving.
  • Adaptability and flexibility; self directed and take initiative
  • Leadership abilities

Working conditions

  • Hybrid based at Sussex 210
  • Regular and continuous travel throughout the GTA will be required
  • Own vehicle is required and valid drivers license.
