Rate of Pay: Payband 10 ($87,239 - $109,049 per year, plus 4% in lieu of vacation)
**As of September 1, 2025 employees will receive 22 vacation days per year.

Job Summary
Reporting to the Manager, Payroll Services, the incumbent supervises the day-to-day operations for payroll and ensures accurate and timely reporting of employee information, costs, statement of earnings, and remittances. In consultation with the Manager, the incumbent is responsible for ensuring all financial controls are in place including account reconciliations, internal and external audit controls and calendar and fiscal year end activities. The incumbent works with the Manager to support the implementation of new policies and procedures and recommends improvements for the effectiveness and efficiency of related processes through technology and best practice.
The incumbent works as a back up to the Manager, Payroll Services. The incumbent assists with hiring and will train and oversees staff; coaches, develops and evaluates team members and provides backup to team members.
To be compliant with the Acceptance of Payment Card Policy and PCI Requirements, this position is required to provide a Police Check prior to the commencement of employment.
What you'll be doing:
Supervision of College-Wide Payroll Operations
- Responsible for overseeing the preparation, distribution, analysis and reconciliation of the College's payroll function.
- Supervises the effective and timely preparation of all payrolls which includes the proper administration and calculation of all deductions.
- Provides subject matter expertise in payroll, benefits, pensions and their changing legislative requirements; maintaining awareness of and ensuring compliance with federal and provincial legislation and union contracts.
- Acts as the payroll subject expert for the department and acts as point of escalation for Payroll inquiries and complaints.
- Provides guidance on payroll related matters to payroll staff and College community.
- Provides Dayforce system support to payroll staff. Acts as a main point of contact with Dayforce. Authorizes changes to the payroll system and set up of earnings and deduction codes on Dayforce payroll system.
- Imports and exports data from and to Dayforce system.
- Responsible for the timely preparation and distribution of payroll related reports for various departments, divisions and outside agencies.
- As needed, creates ad hoc payroll reports using Dayforce system.
- Ensures compliance with Collective Agreements, Canada Revenue Agency and applicable government policies, guidelines and legislation.
- Acts as SME for non-employee payments. Responsible for assessing payments made to individuals (as opposed to organizations) prior to payment via Accounting Services.
- Responsible for assessing taxable benefits to employees and ensuring that all employees are taxed according to Canada Revenue Agency guidelines (e.g. computer purchases, gifts, vehicle)
- Managing upgrades and improvements of the payroll systems - ongoing review of payroll and benefits practices, processes and technology to identify opportunities for continued improvement and efficiencies. System support for payroll, electronic timesheets and electronic expense claims systems.
- Prepares internal documentation related to payroll activities.
- Responsible for payroll month-end and year end closing activities.
- Review of salary and benefit accounts monthly for reasonableness and arrange for any corrections in timely manner.
- Ensures preparation of month-end and year-end account reconciliations and compliance with procedures related to Payroll processing.
- Responsible for annual T4s and T4As production for the College and reconciliation with Canada Revenue Agency.
- Responsible for Workers Compensation financial activities including premium statements and invoice payments, calculating employee WSIB earnings, calculating and remitting the workers compensation benefit to employees, ensuring employee T4s are adjusted to reflect WSIB non-taxable benefits and, preparing report on the assessable earnings and College FTE employee equivalent for determination of the College stop loss insurance premium.
Responsible for the Reconciliation and Preparation of Various Financial Reports for Senior College, Administrators, External Government Entities and/or External Auditors
- Responsible for the review and approval of monthly payroll-related balance sheet accounts. Ensuring timely corrections of accounts if required.
- Responsible for projecting the College's fringe benefits cost for full-time and part-time employees. Projections are reviewed on a quarterly basis for update to the College's budget plan.
- Responsible for annual CAAT pension reconciliation (DCT) process.
- Responsible for annual Public Sector Salary Disclosure reporting.
- Responsible for other external reports provided to third parties including Canada Revenue Agency, CAAT Pension, Service Canada, Employer Health Tax, OPSEU Local 240 and 241, United Way, Canada Savings Bonds, etc.
- Responsible for planning, co-ordinating and approving payroll year-end reports and reconciliations.
- Responsible for planning, co-ordinating and approving fiscal year-end payroll reconciliations and reports for the external auditors, including the payroll regression analysis, payroll registers reconciled to the general ledger and, explanations of significant variances from the prior year by operational function.
- Responsible for year-end future benefit analysis and accruals by ensuring that all activity relating to future benefits have been identified, reconciled and accrued (e.g. maternity leaves, short term disability, workers compensation, leaves with pay, sick leave gratuity, postretirement benefit, outstanding vacation).
Financial Controls, Planning, Development and Implementation of Payroll Procedures, New College Initiatives and System Upgrades
- Responsible for testing and implementing upgrades to the payroll system. The College payroll system should utilize up-to-date software. Processes impacted by upgrades are documented and communicated to all affected parties.
- With assistance from the Manager, Payroll Services, the incumbent is responsible for assisting in the development and implementation of interfaces between Payroll and Finance and/or the Human Resources systems. Ensuring completeness, accuracy and ongoing maintenance for greater efficiencies.
- Responsible for appropriate training to staff and communication to other affected parties on new payroll procedures.
- Supervises financial control functions. Responsible for ensuring that sufficient checks and balances are in place to ensure completeness and accuracy of payroll data. Assessment of payroll reporting compliance and internal controls represents an ongoing challenge with the wide diversity of College activities ranging from fundraising activities to student award payments.
- Ongoing college initiatives (e.g. payroll deduction for fundraising campaign and expense claim reimbursements) require expertise in planning, updating the payroll system, developing procedures and providing clear direction to those concerned to achieve a successful implementation.
- Participates in college-wide projects that have payroll process implications.
Supervision of Staff
- Supervises Payroll team members ensuring that deadlines are managed. Provides training, coaching, mentoring, guidance and motivation.
- Responsible for performance, recruitment and discipline of team members.
- Monitor's team work load and informing the Manager of any resource or scheduling issues.
- Coach, mentor and develop staff through cross training, internal and external training opportunities and stretch assignments.
- Improve or enhance methods, operating or administrative procedures to improve productivity or accuracy within business processes
- Enforce current business processes within the department and externally to other departments.
Other duties as assigned.
What you'll bring to the role:
- Minimum 3-year community college diploma or a 3-year undergraduate University degree in Accounting.
- Level 2 certification from the National Payroll Institute is required. The CPM (Certified Payroll Manager) designation is geared specifically for payroll professionals.
- 5 years of related work experience.
- In-depth and up-to-date knowledge of: Canada Revenue Agency (CRA) regulations, Employment Standards, Income Tax, Canada Pension and Employment Insurance, CAAT Pension, Collective Agreements and College policies and procedures.
- Strong time management and organizational skills.
- Strong leadership and management skills.
- Strong report writing and communication skills.
- Knowledge of accounting principles.
- Demonstrated analytical skills, including financial analysis; experience reconciling accounts.
- Strong facilitation skills.
- Conflict resolution and team building.
- Experience with external payroll provider (Dayforce)
- Computer proficiency: MS Office; Dayforce HCM, Banner, advanced knowledge of Excel, including creating and modifying macros, pivot tables, vlookup, file transfer processes, mainframe integrated financial information systems).
