About the Position

This position has oversight over all matters related to Facility Operations and Maintenance, within an assigned portfolio of facilities. The assignment of facilities ranges from oversight of Corporate, Auxiliary and Recreation Facilities across the entire facilities inventory within the city. Responsible for planning, organizing, coordinating, and supervising facilities maintenance and operations activities and assignments undertaken by City crews and contractors when conducting maintenance repair work and mandated inspections required on City buildings and facilities.

Hours of Work : Monday to Friday, 40 hours per week, on-call weekday / weekend rotations.

Duties & Responsibilities

The duties listed are not meant to provide a description of each job performed but only those which represent the core functions of the job.

  • Develop maintenance management plans for assigned facility portfolio including physical operations, preventative maintenance, start-ups / shutdowns, janitorial services, emergency, security and fire safety services.
  • Assume the role of facility owner in the areas of fire safety planning and tenant relations. Conduct fire drills as per the Ontario Fire Code and ensure that fire plans are up to date.
  • Coordinate facility logistics, maintenance and operations requirements with Sport, Recreation and Culture division team, supporting program, event, and service delivery.
  • Oversee daily operations of recreational facilities, including arenas, pools, community centers, recreation and sports facilities, and support spaces.
  • Respond to public, staff and elected officials’ inquiries and facilitate resolutions to complex issues. Work with staff and customers to ensure that facility operations standards meet their needs.
  • Use software (CityWorks) to receive, document, and complete service requests and work orders in a timely and accurate manner, ensuring all facility maintenance activities are properly tracked and reported.
  • Recruit, train, motivate, supervise, and evaluate staff (union and non-union). Must be able to understand and work within the terms of the collective agreements and respond to union issues and concerns. Supervise work crew of City employees comprised of general and skilled workers (tradesmen, plumbers, carpenters, and HVAC / gas fitters) along with outside contractors.
  • Organize contractors associated with the facility’s operation (e.g. cleaning, maintenance, snow removal etc.). Effectively utilize outside resources when appropriate.
  • Within a team approach, support other Supervisor of Facility Operations, and provide back up support to the Supervisors of Parks and Forestry.
  • Rotate emergency on-call services for both the Facilities Division and the Parks and Forestry Division. Support Emergency Operations Centre requirements when requested.
  • Ensure the quality of work of employees when conducting maintenance activities.
  • Ensure staff comply with City approved policies and procedures as well as Provincial Regulations, including Regulation 170 / 03, the City’s Drinking Water Work Permit and Drinking Water License, TSSA requirements, Public Pool Regulations, etc.
  • Develop and update all Safe Job Procedures and Standard Operating Procedures and ensure training and compliance is adhered to by all staff and contractors.
  • Ensuring that preventative maintenance and the repair of City buildings and facilities is undertaken as defined in the applicable Methods and Procedures and in accordance with any applicable City approved levels of service and legislative requirements.
  • Prepare and coordinate resources and equipment to conduct maintenance programs and for the provision of overtime maintenance activities and emergency remedial measures.
  • Investigate accidents / incidents involving workers and / or equipment and prepare and file reports when applicable, prepare written recommendations for the prevention of accidents.
  • Administer and inspect work undertaken by private contractors, hired by the city, to ensure that the interests of the city related to safety, approved Levels of Service and quality of work are best serviced.
  • Liaise with other government agencies, industry peers and safety associations.
  • Lead assigned capital projects related to assigned facilities. This includes development of scope of work, development of budgets, procurement process, contractor recruitment and management and site requirements.
  • Perform all other duties as assigned.

Supervision :

  • Direct supervision – four full-time employees and various arena and facilities attendants.
  • Oversight of contractors as required.
  • What you need to Succeed...

  • College Diploma in Facilities Management or related discipline.
  • Five (5) years’ experience in a facility operations and renewal environment with at least two (2) experience in a leadership role.
  • Management training is considered an asset.
  • College related courses in construction or related discipline with a certification of qualification in building trade (Electrician, HVAC, and Plumber) or equivalent education considered a asset.
  • A valid Ontario driver’s license, Class “G”, with a clean driving record and a willingness to obtain a Class DZ license.
  • Certification as an OPA Playground Practitioner, Certified Ice Technician and Certified Pool Operator would be an asset.
  • Considerable knowledge of the Building Code O / Reg 332 / 12 and Occupational Health and Safety Act.
  • Proficient in MS Office (Word, Excel), MS Outlook, work order management systems, etc.
  • Excellent oral and written communication skills with an appreciation for the principles of public service.
  • Handle stressful, emergency situations in a calm and professional manner.
