Brief Description

The Supervisor of Accounting is responsible for managing the financial accounting systems within an effective internal control environment. This role oversees day-to-day administration of general accounting, payroll, accounts payable, and is responsible for month, quarter, and year-end financial reporting, including audits. The position requires preparing all financial records of the Municipality in compliance with legislation and professional standards. The supervisor provides support to all departments and oversees the work of direct reports.

Requirements
  • Oversee the accuracy of accounting information in the general ledger and subsystems, including account reconciliations and reporting.
  • Maintain all financial records, including operating, capital, reserves, and reserve funds.
  • Develop, prepare, and publish monthly internal financial reports (operating, capital, reserves).
  • Responsible for completing the Town's Financial Statements, Financial Information Return (FIR), and other legislated financial reports.
  • Implement comprehensive accounting and financial reporting practices with strong internal controls in accordance with PSAB standards and legislation.
  • Prepare detailed audit working papers and provide explanations to auditors or authorized agencies.
  • Oversee the municipal tangible capital asset inventory, including additions and disposals.
  • Ensure compliance with payroll legislation and audit payments, deductions, and contractual payments.
  • Participate in cross-functional teams, building effective partnerships and collaborative relationships.
  • Provide guidance and support to direct reports.
  • Perform all other duties as assigned.
Qualifications
  • University Degree in Business Administration, Finance, Accounting, or equivalent.
  • Recognized CPA designation, in good standing.
  • Minimum of five (5) years related experience.
  • Comprehensive knowledge of financial accounting principles and practices.
  • Effective communication, organizational, and time management skills.
  • Excellent analytical, problem-solving, and conflict resolution skills.
  • Proficiency in MS Office applications.
  • Valid Class G driver’s license.
Qualifications Considered Assets
  • Experience with Vadim iCity municipal accounting system.
  • Canadian Payroll certification or designation.
  • Experience with budgeting software.
  • Municipal finance experience.
Working Conditions
  • Duties primarily indoors.
  • Manual dexterity for using computers and peripherals.
  • Periodic local and out-of-town travel.
  • Operation of motor vehicle.
Hours of Work
  • Monday to Friday, 35 hours/week, day shift.
  • Occasional after-hours meetings and events.
Physical Requirements
  • Extended periods of walking, standing, sitting, and driving.
Leadership Responsibilities
  • Supervise 3 FTEs.
