The City of Edmonton is seeking a dedicated and experienced Supervisor-Municipal Enforcement Officer III to guide and inspire a team of Municipal Enforcement Officers. What will you do?
- Provide field and office supervision to Municipal Enforcement Officer II staff, applying transformational leadership to build organizational and employee capacity
- Act as a coach, mentor, and counselor, empowering staff for growth and development to enhance officer and area performance
- Organize and oversee daily work assignments and review enforcement activities to ensure legislation is being appropriately interpreted and enforced and resources are being appropriately allocated to meet operational goals
- Analyze statistical data to adjust district staffing deployment levels in response to service needs, trends, and operational gaps, reassigning resources to address emerging issues
- Identify and evaluate officer performance, investigate employee performance matters, and make recommendations for discipline and corrective measures
- Develop employee development plans, conduct performance evaluations, and make recommendations regarding compensation raises and probations
- Deliver measured and timely enforcement responses to politically sensitive matters, emergent issues, and complex enforcement undertakings
- Interpret and apply legislation based on legal soundness, scope of duties, resource availability, and the spirit of the law
- Investigate highly complex or politically sensitive enforcement matters and customer complaints
- Develop and apply innovative solutions to address community-based bylaw concerns, reduce recidivism, and increase voluntary compliance
- Coordinate and deploy multidisciplinary approaches to bylaw infractions where traditional enforcement measures have been ineffective
- Oversee and monitor remedial enforcement action, including snow removal, weed cutting, graffiti removal, and property cleanups conducted under the Municipal Government Act and Weed Control Act
- Review and approve Municipal Government Act Orders, work orders, invoices, and tickets issued by municipal enforcement officers
- Respond to inquiries in writing and verbally from citizens, Councillor's offices, interested parties, and other City of Edmonton staff, advising on bylaw requirements and ramifications for non-compliance
- Prepare special reports on specific situations in contention, including court briefs for Court of King's Bench and court injunction applications
- Develop, update, and deliver training programs and orientation to staff on operating procedures, investigative techniques, legislation, and use of technology/equipment
- Draft, consult on, and implement operational policies, procedure, and manuals with an eye to process improvement and change management. This may include executing a variety of projects required to effect changes needed to operationalize new policies and procedures
- Other duties as assigned
Qualifications- Completion of a two-year diploma in Law Enforcement from a provincially recognized institute or college
- Supplemented by post-secondary training in Business Administration and/or Management development
- Five (5) years of public contact experience
- Three (3) years of diverse bylaw enforcement experience
- Minimum 1 year experience in a related supervisory capacity
Assets:
- Post-secondary training in Business Administration and/or Management development
- Additional coursework/training in enforcement & security, public administration, change management or leadership

- Considerable knowledge of relevant municipal bylaws, provincial acts, procedures, investigative techniques, rules of evidence, and court processes
- Excellent communication and problem solving skills; including the ability to resolve conflict with citizens in difficult situations while ensuring fair and consistent enforcement of bylaws
- Ability to meet deadlines, work effectively under public pressure, negotiate and resolve conflicts
- Ability to collaborate and build trust, obtain input, understanding, and participation from staff
- Willingness to take calculated risks in order to create and implement positive change
- Excellent writing skills with the ability to draft reports, policies, training materials, and correspondence clearly presenting information and recommendations
- Computer proficiency including but not limited to Posse Winchester, Posse App and Google Suite
- Ability to make and communicate difficult decisions to staff with clarity, empathy and transparency
- Ability to consider and integrate the interests and perspectives of key stakeholders such as business partners, council members and citizens, when making decisions

Conditions of Employment:
- Valid Intermediate First Aid - CPR - Level C
- Hire is dependent upon a Police Information Check including Vulnerable Sector check satisfactory to the City of Edmonton
- Valid Alberta Class 5 driver's license (or provincial equivalent). Must arrange own transportation to be reimbursed in accordance with City of Edmonton policy which may require business auto insurance

Work Environment:
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
