Overview

Reporting to the Manager, Planning and Programs, Sanitary and Stormwater Utilities (SSU), the Supervisor, Infrastructure Planning (SSU) will assess and oversee the technical and planning requirements for sanitary and stormwater collection and treatment systems. The position ensures effective planning of new infrastructure and rehabilitation works through using and maintaining the Infoworks ICM hydraulic models, flow monitoring networks, weather station networks, hydrogen sulphide monitoring, inflow and infiltration mitigation strategy, risk management studies, asset management processes, and master planning. The position oversees the delivery of performance assessments of municipal infrastructure, identification of infrastructure renewal and replacement capital projects, and related project budget forecasting up to and including the 10-year capital forecast for infrastructure renewal. The objective is to ensure the high performance of existing and planned infrastructure to meet legislated and regulatory compliance, ensuring the safe, effective, and efficient provision of services to Sanitary and Stormwater customers in the City of Kitchener.

Responsibilities
  • Directly supervise the work of 1 Hydraulic Modeler, 1 Infrastructure Analyst and 1 Engineering Support Co-op Student, including mentorship and performance management.
  • Oversee operation of the City’s sanitary and stormwater models and apply engineering expertise to analyze and evaluate the technical performance of both systems.
  • Oversee maintenance of the City’s sanitary and stormwater models to ensure the accuracy of the system's infrastructure networks by identifying and addressing any information gaps and issues. Ensure the city’s sanitary and stormwater models are continuously calibrated based on various system performance monitoring programs and reports.
  • Develop, implement and provide expert input into the City’s hydraulic modeling manual and regularly prepare relevant processes, procedures, and documentation to coordinate information movement between different departments.
  • Develop and deliver small-scale internal engineering design solutions, and prepare, review, and seal engineering drawings, technical reports, and associated documentation.
  • Develop and deliver internal infrastructure planning studies and prepare, review, and seal technical reports and associated documentation. Facilitate stakeholder consultation to inform planning, evaluate the impact of recommendations, and foster stakeholder consensus for decisive action.
  • Deploy and maintain a city-wide (~10) weather station network to collect precipitation and other information for model calibration and validation.
  • Plan and implement an annual sewer flow monitoring program to identify and correlate system responses to precipitation events, identify inflow and infiltration to the sanitary network, and assess capacity on a City-wide scale.
  • Develop and implement an annual hydrogen sulphide monitoring program based on condition analysis of at-risk-of-failure concrete sanitary pipes and a mitigation program.
  • Develop and implement a strategy to address inflow and infiltration to the sanitary collection network using cost-benefit analysis to lower sanitary treatment costs.
  • Tender and manage contracted services related to data collection, system capacity, and other studies.
  • Technical advisor for 10-year (offset by 5 years) cyclical Integrated Sanitary and Stormwater.
  • Management Master Plans, with a new plan update initiated every 5 years, make recommendations to keep the city updated with changing legislation, regulations, and industry best practices for sanitary and stormwater utilities.
  • Provide input to the annual budget process for data collection and risk mitigation projects.
  • Provide advice on project selection, prioritization, and scoping of Water Infrastructure, program projects, including guidance for when single, double, and triple-utility-funded projects are most appropriate to meet asset management objectives.
  • Develop recommendations for new decision-making frameworks and future infrastructure remediation projects and programs.
  • Oversee the preparation of budget estimates and forecasts for infrastructure remediation programs, including the sanitary, storm, and water utility portion of the City’s 10-year capital program, for infrastructure reconstruction, rehabilitation, and retrofitting programs.
  • Develop and execute business and analysis processes and develop best operating procedures for their team.
  • Liaise with operational groups, other city departments, consultants, contractors, developers, regulatory authorities, and municipalities related to current initiatives.
  • Perform other related duties as assigned.
Education
  • Minimum Four (4) year honours degree (e.g., civil, environmental, water resources).
Experience
  • Minimum Four (4) years of related experience in civil, environmental or water resources engineering, demonstrating knowledge of both sanitary and stormwater planning and design principles.
Additional Requirements
  • Must possess and maintain a Professional Engineer licensed (P.Eng) in good standing with Professional Engineers Ontario.
Knowledge, Skills, And Abilities
  • A strong understanding of hydrology and hydraulic models (i.e., Infoworks ICM, PCSWM, HEC-RAS, etc.), including the underlying principles, physical and hydraulic processes and practice in model development, calibration, and verification in both sanitary and stormwater network settings, as applicable.
  • Experience with GIS (Geographic Information Systems) software for spatial data analysis for integration with hydrology and hydraulic models.
  • Knowledge of asset management principles in municipal utilities and a thorough understanding of sustainability principles in water and wastewater management. Familiarity with climate change and urban water management, including innovative applications such as heat recovery from sanitary sewage.
  • Highly developed interpersonal and leadership skills and an ability to participate as an influential team member in a collaborative environment.
  • Strong project management, research, and organizational skills to support planning objectives and aid in change management processes.
  • Ability to support and project values compatible with the organization.
  • Analytical, research, organizational, and problem-solving skills.
  • Excellent verbal and written communication skills and awareness of plain language principles.
  • Excellent data management skills and the ability to read and interpret legislation, technical journals, manuals, contracts, work orders, design drawings, by-laws, correspondence, reports and supplier information.
  • Previous supervisory experience will be considered an asset.
  • Previous experience leading complex projects and multi-disciplinary teams will be considered an asset.
  • Must have access to reliable transportation to attend off-site meetings related to the job.
