Job summary

The Municipality of Clarington is seeking a Supervisor, Civil Design to lead the Capital Design Program and manage the planning, design and delivery of municipal infrastructure projects. You will guide a team of professional staff and ensure value, schedules and quality in linchpin projects across roads, sidewalks, storm sewers, bridges, culverts and streetlighting.

About The Role

Work Model: Hybrid

Reporting to the Manager, Civil Design and Contract Administration, the Supervisor, Civil Design provides leadership and technical oversight for the delivery of the Municipality’s Capital Design Program in support of Clarington’s Strategic Plan. The position is responsible for leading a team of professional staff and managing the planning, design, and implementation of municipal infrastructure projects, including roads, sidewalks, storm sewers, bridges, culverts, and streetlighting. Through effective project management, staff development, stakeholder collaboration, and asset stewardship, the Supervisor ensures the successful delivery of capital infrastructure initiatives that enhance service levels, support growth, and maintain the long-term sustainability of municipal assets.

Key Responsibilities
  • Lead, mentor and provide technical guidance to staff, including resource planning, project assignment, training, recruitment support and performance management.
  • Plan, manage and monitor the Capital Design Program, including project prioritization, forecasting, schedules, design reviews and budget-related issues.
  • Review and approve municipal infrastructure designs for road reconstructions, trails, pavement rehabilitation, park infrastructure, stormwater management, streetlighting and related capital projects.
  • Implement capital design projects through in-house design and consultant-led assignments, including engineering plans, specifications, cost estimates, contract provisions, reviews, permitting and invoicing.
  • Coordinate with internal divisions, adjacent municipalities, Regional and Provincial agencies, conservation authorities, utilities, consultants and the public on infrastructure-related projects and approvals.
  • Apply project management best practices and process improvements, including project tracking, dashboards, templates, engineering design guidelines and standard drawings.
  • Prepare or contribute to Council reports, memos, public information materials, tender/proposal documents, grant applications and financial/status reporting.
What You Bring
  • Degree in Civil Engineering, or an equivalent combination of education and experience to the satisfaction of the Department and licensed as a Professional Engineer in good standing (P.Eng. designation) from Professional Engineers Ontario.
  • Minimum of three (3) years of experience in municipal design engineering, project management and asset management, including demonstrated supervisory or leadership experience with proven ability to oversee staff, coordinate resources and activities, and plan, assign, and direct the work of employees to achieve the operational and project objectives.
  • Strong knowledge of infrastructure design, project and asset management, environmental assessment processes, relevant Federal and Provincial standards, Region of Durham standards, Municipality of Clarington standards and by-laws, AODA requirements and best practices.
  • Demonstrated experience in the delivery of civil and transportation design and construction projects.
  • Strong customer service, communication, teamwork, initiative, accountability, adaptability, report-writing and project management skills, with the ability to meet tight deadlines.
  • Highly developed interpersonal, negotiation, facilitation and conflict resolution skills, with tact and diplomacy in a political environment.
  • Ability to manage a diverse portfolio of concurrent infrastructure projects with varying asset types, scopes and dollar values.
  • High proficiency with Microsoft Office, AutoCAD Civil 3D and other relevant engineering design, asset management and mapping software.
  • Ability to attend various worksites in a timely and efficient manner.
  • Certification in areas such as Asset Management Professional or Project Management Professional are considered assets.
  • Must be legally able to work in Canada.
What We Offer
  • Salary: Grade 9 ($127,484 - $154,958) of the 2026 Non-Affiliated Salary Administration Program.
  • The Municipality of Clarington offers flexible work arrangements for eligible roles, where employees are empowered to do their best work in the way that works for them. Currently, this position is eligible for a flexible work arrangement option. Further details on this program will be discussed through the selection process.
  • Hours of work: 35 hours per week with the flexibility to attend evening and weekend meetings (on and off site) as required.

A satisfactory criminal record check and proof of qualifications will be required for the successful candidate.
