Reporting to the Manager, ASE Processing Centre, you will be responsible for overseeing the day-to-day operations of the City of Mississauga's Automated Speed Enforcement (ASE) Processing Centre

Duties and Responsibilities
  • Lead the ASE Team to achieve policy objectives and legislative timelines through supervision, training, hiring and performance management of ASE staff and Certified ASE Provincial Offences Officers who review, affirm and process Penalty Orders for speed violations occurring across the City of Mississauga.
  • Oversee all ASE Mississauga Processing Centre operations, including but not limited to: staffing, processes and procedures, collaboration with other business units and vendors, performance management, recognition, quality assurance reviews, team meetings, reporting, coaching and training
  • Daily review and monitoring of the Processing Centre’s performance measures (efficiency and quality), to gauge success and identify trends, potential issues and opportunities for service delivery improvements and to ensure a high level of Penalty Order Processing and providing reports as required by policy or legislation.
  • Work with various stakeholders, including Court Services, Traffic Services, Enforcement, IT, Legal and vendors to understand and resolve issues in a high quality, timely manner.
  • Manage enquiries received from the public, outside agencies, the Mayor and Councillors' offices and to telephone and in-person requests/inquiries.
  • Oversee staffing and administrative duties of the Processing Centre.
  • Represent the City and Division at internal and external meetings, conferences or other stakeholder and industry events.
  • Lead the implementation of the Processing Centre’s new technologies, equipment, process workflows, service delivery strategies and projects that improve the efficiency and effectiveness of the team and operation. Foster an engaging and rewarding workplace, improve decision making and ensuring accurate and timely workflow.
  • Drive continuous improvement initiatives including standard operating procedures, system changes, and advanced analytics.
  • Support the delivery of Administrative Monetary Penalty dispute protocols, revenue collection, audit and reporting.
  • Lead business outreach to promote, educate and inform customers of Automated Speed Enforcement and Vision Zero Initiatives and services.
  • Support various special project requests as required.
Skills and Qualifications
  • College Diploma or Bachelor’s degree in public administration, Law, Criminology or related discipline. A university degree is preferred.
  • Minimum 7-10 years of experience in program delivery, preferably within a municipal or government setting.
  • Experience in enforcement, regulatory compliance, or related fields is highly desirable.
  • Minimum 5-years experience in leading and managing teams, with a proven track record of mentoring, coaching, and developing staff.
  • Ability to manage recruitment, retention, and performance of staff effectively.
  • Strong strategic planning skills with the ability to undertake complex planning exercises, consult with stakeholder, and align programs with organizational goals.
  • Extensive experience in policy development, bylaw review, and drafting. Ability to navigate overlaps with provincial and federal legislation.
  • Proficiency in conducting needs assessments, identifying emerging issues, and performing research, analysis, trend reviews, surveys, and jurisdictional scans.
  • Excellent written and verbal communication skills. Experience in delivering comprehensive reports, presentations, and representing the organization at meetings and industry events.
  • Deep understanding of regulatory compliance principles and proactive enforcement strategies. Ability to develop and implement programs aimed at enhancing compliance with city bylaws.
  • Strong proficiency in data gathering, reporting, and statistical analysis. Ability to use data to inform decision-making and program development.
  • Superior skills in using and navigating case management systems, digital image review platforms, ticket and Penalty issuance tools, and workflow software. Working knowledge of Gtechna considered an asset.
  • Proficiency with budget forecasting, ensuring audit and revenue controls are maintained, variance reporting and reconciliation using sound accounting principles.

Hourly Rate/Salary: $89,464.00 - $119,286.00
