Scope of work
To successfully reach the objective, the resource will:
- Provide strategic support and advice to the Deputy Commander (and other senior managers), especially on highly sensitive issues such as workforce management and corporate performance management;
- Consult with stakeholders, review and analyze information, and develop strategies and plans for continuous improvement in the following areas:
- A sustainable performance and risk management framework;
- Staffing strategy and a long-term HR management strategy;
- Sound corporate practices and strategic modernization of corporate functions;
- Digitization of processes and procedures;
- Efficient and effective Resource Management Framework.
- Lead the department's resource management functions, including strategic planning, allocation, expenditure, control, reporting, and compliance of human and financial resources, along with associated challenge functions;
- Lead, coordinate, communicate, and deliver the annual strategic Business Plan;
- Oversee the Departmental Results Framework (DRF) and other corporate reporting responsibilities. Analyze information and data within reporting frameworks and provide evidence-based advice;
- Identify major program issues, policy or activity areas requiring review or enhancement, and conduct appropriate analyses or reviews;
- Based on statutes, regulations, and directives, advise senior management and lead negotiations on the complex Accountabilities, Responsibilities, Authorities (ARAs) framework, from development to publication.
Tasks
- Provide advice to senior officials via reports, presentations, and other formats;
- Interpret, analyze, and disseminate data as required;
- Develop staffing strategies and a long-term strategic HR plan;
- Drive the final steps in establishing the department as an independent Command;
- Perform additional duties as assigned.
Mandatory Requirements
M1: The proposed resource must hold at least a Master’s Degree in Business Administration (MBA) or Public Administration (MPA) from a recognized Canadian university. A copy of the degree must be provided as proof.
M2: The proposed resource must demonstrate a minimum of five years’ experience within the last 15 years in developing strategic staffing plans.
