Job summary

The City of Red Deer is seeking a senior procurement and risk management leader to drive corporate procurement strategies and ensure compliance with trade agreements and legislation. You will provide expert guidance on tendering, contract law, insurance, and regulatory requirements while aligning activities with organizational objectives.

You will manage staff, develop internal controls, and build strong partnerships across departments to support efficient service delivery and risk mitigation.

Qualifications

• University degree in legal, business, finance or closely related field.
• Continuous leadership development training preferred.
• Procurement designation and ERM certification are advantageous.

Responsibilities

• Lead corporate procurement and risk management programs with compliance to trade agreements and legislation.
• Develop and implement procurement strategies, policies, procedures and internal controls.
• Manage and develop professional staff including workforce planning and performance management.
• Lead stakeholder training and organizational capacity building in procurement and risk management.
• Oversee budgets, contract monitoring, risk assessments and insurance programs.
• Build partnerships with departments, suppliers and legal advisors to support service delivery.
