Halifax Regional Municipality is inviting applications for the position of Strategic Portfolio and Policies Consultant for the Procurement Section of Finance and Asset Management.

Reporting to the Director of Procurement, the Strategic Portfolios and Policies Consultant (SPPC) is responsible for the leadership and oversight of the strategic direction and vision of HRM Procurement as set by the Director. This includes strategic procurement and social procurement strategies. The SPPC will coordinate the development of social procurement initiatives including environmental resiliency initiatives.

The SPPC will ensure HRM’s RFx and contracts meet the expectations of the social procurement framework including support of strategic economic, social, environmental, and community goals, such as promotion of innovation and small business growth, community benefit, and opportunities for workforce development including apprenticeships, disadvantaged youth or homeless.

The SPPC provides leadership and direction for the planning and development of training programs to improve the effectiveness of Procurement staff. This includes the development of strategies and innovative solutions in response to the identified learning and training needs for each role within Procurement.

The SPPC is a change champion who drives the adoption and greater utilization of change that supports business goals and achieves sustainable desired results in alignment with corporate goals.

DUTIES AND RESPONSIBILITIES :

  • Leads the creation, implementation, and management of HRM’s social procurement strategy.
  • Leads the development, implementation and management of a 5 and 10year departmental strategic plan
  • Provides input to the Director of Procurement and Procurement Practices Consultant to determine and update KPIs to reflect departmental and organizational strategic objectives.

Leadership :

  • Develops and leads change management and training strategies within the procurement team and corporate business unit partners that result in the effective execution of an HRM’s strategic procurement vision and roadmap.
  • Implements the most appropriate and effective sourcing and procurement organizational design to support and engage with the business units.
  • In collaboration with the Procurement Practices Consultant, builds and maintains social procurement and resiliency dashboards.
  • Develops and leads the implementation of customer relationship management strategies, for internal and external stakeholders, enabling an understanding of issues, challenges and opportunities that inform continuous improvement planning.
  • Fosters a culture of innovation.
  • Fosters a culture of benefits for the community.
  • Promotes and integrates the mission, vision, and values of procurement department into practice.
  • Be aware of continuity of operations plan.
  • Delegated to act as Director of Procurement, as required.

Change Management and related Communications :

  • Identifies emerging trends / changes in consultation with Procurement Practices Consultant and Portfolio Managers, identifies impacts on HRM and plans strategies to address accordingly.
  • Develops and supports implementation of actionable and targeted Change Management plans that mitigate potential risks and points of resistance related to business change.
  • Effectively influences business units to ensure that their perception of change is consistent with the Change Management plan.

Training :

  • Develops training strategies for Procurement which consider role / function-based training, stakeholder training and general required training for all procurement team members.
  • Collaborates with the PPC and Portfolio Managers to develop personalized and role-based training plans including the identification and / or creation of appropriate curriculum which reflect the training strategy.
  • Conducts department needs analysis and consults with senior leaders of the organization and Human Resources, to ensure that training is effectively meeting both current and future needs of the department.
  • Ensures follow-up and success metrics are in place to determine the effectiveness of training programs.

Administration :

  • Supervises the Contract Administration Team
  • Leads and assists in the hiring, development, evaluation, reward, and retainment of a highly qualified team of procurement and sourcing professionals.
  • Assists in the development of a plan that provides for succession and continuity in the most critical operational procurement positions.
  • Ensures that HRM’s tender documents and contracts meet all requirements under the social procurement plan and all legislative requirements.
  • Assists in the development of communication plans related to social procurement, strategic sourcing, and other Procurement initiatives.
  • Engages with the business community and public sector entities related to social procurement including economic, regional, and social enterprise development.
  • Provides updates / reports on the implementation of social procurement initiatives.
  • May perform other related duties as assigned.

QUALIFICATIONS :

Education & Experience :

  • University degree with a focus in Business, Social Policy, Environmental Sustainability or a related field OR an equivalent combination of education and experience
  • Professional certification in Procurement is a preference.
  • Training in either Adult Education or Learning & Development is an asset.
  • Change Management Professional or similar certification is an asset.
  • Minimum 7 years of related experience with at least 3 years in a senior role, leading progressively complex business change (process, technology, transformational, etc.)
  • Knowledge of legislation, rules and regulations related to Public Procurement, such as trade agreements, Freedom of Information & Protection of Privacy Act, Conflict of Interest, etc.
  • Experience in municipal government or a related sector is preferred.
  • Strong analytical skills to outline conclusions and list recommendations.

HOURS OF WORK : Monday - Friday 8 : 30am - 4 : 30pm, 35 hours per week (overtime may be required during peak reporting periods) Flex options to work outside of these hours and hybrid may be available

SALARY : NU08 on the non-union salary scale; $89,570 - $105,381. Salary to be commensurate with related education and experience.
