Job description

**This posting is for 1 Full-Time Temporary position that may be extended up to 18 months in accordance to Section 18.02 of the Collective Agreement**

The Strategic Planning Advisor will work to connect strategy to operations and help Bureaus across the service leverage their expertise to meet EPS’s strategic goals. Embedded within the Strategy and Innovation Branch, the position reports to the Program Manager, Strategic Design and utilizes a strategic, organization level mindset with analytical abilities to support advancing the organizational strategic agenda.

The position will be responsible for providing direct support and expert counsel to EPS for strategic planning, business planning, and change management. This involves supporting business planning, trends research and developing strategies with Bureau leadership and teams. The Strategic Planning Advisor is responsible for the end-to-end management and successful delivery of complex strategies, plans and projects while building capacity and encouraging collaboration.

The position will use a systems lens, innovative project approaches and best practices to deliver projects effectively, while monitoring and managing risks, facilitating collaborative teams, communicating effectively, mediating issues and problem solving. The Strategic Planning Advisor works with a high degree of independence and works with senior leaders to plan, implement, and support the strategic goals of EPS. The position works in conjunction with performance management, impact & evaluation, research & innovation, portfolio management & reporting, community relations, and other teams and is responsible for building strong collaborative partnerships with all areas within the Value & Impact Division and across the organization.
The position will:

  • Ensure that the Service works toward common goals and outcomes. This work involves developing and stewarding processes to gather, analyze and organize information to assess and adjust strategic direction in response to an increasingly complex and ambiguous environment.
  • Actively facilitate workshops, conversations, and meetings to create common objectives and move projects forward.
  • Research and develop new frameworks, best-practices and methodologies associated with strategic and business planning.
  • Conduct research and environmental scanning activities to identify best practices and remain current on emerging trends, information, and initiatives.
  • Be a respected resource to support Bureaus in business planning and strategy development. This position is responsible for developing and evolving strategies, policies, and agreements to achieve business objectives.
  • Use project management methodologies to identify, manage and mitigate risks to projects, strategies and the organization as well as perform project closing activities such as conducting post project evaluations and capturing lessons learned amongst others.
  • Develop actionable reporting to drive business decisions.
  • Apply a systems-level lens to complex problems to assess challenges and support development of strategies to address those challenges.
  • Lead multi-disciplinary teams consisting of consultants, contractors, business partners and stakeholders as needed.
  • Foster a culture of collaboration and networking amongst bureaus, and across the service.
  • Develop and steward relationships that support the success of the projects.
  • Prepare and deliver reports and presentations to executive audiences.
  • Develop and implement engagement plans as required with the guidance of the Community Relations section.
  • Contribute to and uphold a positive workplace culture.
Qualifications

  • University graduation (preferably at the Masters level) in a related field such as Business Administration or a related field.
  • Minimum of five (5) years work experience in the field of either strategic planning, business planning, or management consulting.
  • Knowledge of quantitative and qualitative research methods, performance measurement and program evaluation.
  • Proficiency in managing large projects requiring collaboration and input from diverse stakeholders.
  • Proficiency in designing and facilitating workshops and off-sites with experience in facilitating discussions and leading workshops.
  • Proficiency and experience in developing environmental scans for internal and external purposes.
  • Problem-solving and analysis skills; ability to develop and present new ideas and conceptualize new approaches and solutions.
  • Demonstrated organizational and project management skills with the ability to set priorities, meet deadlines; and work in a multi-disciplinary team environment.
  • Demonstrated ability to complete strategic business studies, write strategies and to develop and present recommendations and reports.
  • Results-oriented individual who is conscientious of their quality of work and has ability to work across the organization, make independent decisions, manage projects and present findings.
  • Indigenous Awareness or similar training is an asset.
  • Knowledge and experience with GBA+ and similar methodologies is an asset.
  • Project Management designation is an asset.
  • Change Management training is an asset.
  • Public Engagement experience is an asset.
  • Promotes teamwork and cooperation to resolve conflicts and ensure achievement of organizational objectives.
  • Excellent written, communication, and presentation skills.

  • Proficiency with Microsoft Office Suite including experience with graphing and the use of Pivot Tables in Microsoft Excel.
  • Excellent interpersonal and communication skills with an ability to break down complex concepts and communicate without prejudice, while forming collaborative partnerships that engage various levels within the organization.

  • As part of your pre-hire screening you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.

Hours of Work: 33.75 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.

Salary Range:21M, Salary Grade: 030, $48.76 - $61.62 (Hourly), $3,291.80 - $4,159.60 (Bi-Weekly), $85,915.26 - $108,564.32 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
