STAFF LEAD, PAY PARKING PROGRAMS (RE-POST)
(Temporary Full-Time – Approximately 24 months)

Located on the traditional, ancestral and unceded lands of the Musqueam, Squamish, and Tsleil-Waututh Nations, West Vancouver is a vibrant community on the North Shore and home to parks, beaches, and to sports, recreation and arts amenities. Our dedicated staff deliver services, operate facilities and run the programs that enhance the well-being of our community. The Engineering Services Department is seeking a temporary full-time Staff Lead, Pay Parking Programs, to oversee and coordinate all phases of the District of West Vancouver’s pay parking programs, and administer all aspects of service provider contracts in support of pay parking initiatives.

This position will be responsible for:

· overseeing all aspects of the pay parking programs including contract administration, collecting and maintaining statistics, conducting research and data analysis to evaluate program performance; and preparing reports and presentations;

· managing the Pay Parking Programs’ budget; making recommendations and implementing adjustments to service levels or policies as needed;

· understanding, developing, monitoring, and amending practical administrative policy and operations protocols related to the Pay Parking Programs;

· researching and developing guidelines and best practices, identifying course of action and potential impact;

· implementing future phases of the Pay Parking Programs and other related transportation initiatives;

· promoting awareness and understanding of the Pay Parking Programs with District employees and the community;

· handling complaints and inquiries from the public; resolving disputes and investigating incidents and in coordination with service providers and District staff;

· developing and delivering effective public presentations to Council and other stakeholders; coordinating with public outreach staff to inform the public of service changes, as necessary;

· participating in the preparation of procurement related documents with the District’s Purchasing Department;

· developing and chairing inter-departmental steering committees if required;

· performing other related work.

The preferred candidate will possess: excellent public relations, communications and problem-solving skills; the ability to work effectively independently and with a team; the ability to effectively organize work priorities and to perform most duties with minimal supervision; the ability to establish and maintain effective working relationships with a variety of internal and external contacts; strong computer skills and aptitude for learning new application software; a valid class 5 driver’s license for the province of BC.

The successful candidate has completed a diploma or degree in Business Administration, Public Administration or Contract Management or related field, and has considerable related experience, preferably in a municipal environment; or an equivalent combination of training and experience.

$83,000.00 - $93,500.00 per year (2024 rates) plus 14% in lieu of benefits
