SUMMARY

The Senior Project Officer (SPO) reports directly to the Program Manager, Indigenous and Northern Services (INS) and is responsible for the effective development, planning, implementation, monitoring and evaluation of INS program and initiatives with First Nations and Northerners in Canada. This role provides project leadership, coordination, contract management, risk management and stakeholder engagement to ensure the successful delivery of INS program and initiatives aligned with Catalyste+’s strategic goals and priorities.

This position is preferred to be based in either Toronto or Montreal. However, qualified candidates based anywhere in Ontario, Quebec, British Columbia or Northwest Territories will also be considered.

Primary Responsibilities:

The SPO will work closely with the Program Manager, INS team, clients, community partners, project partners, funders and vendors to deliver activities specified in the project's workplans, monitor budgets, manage contracts, track deliverables, perform business development activities and support community engagement efforts. The role requires a strong background and experience in project management, government contracts, and relationship management, along with an understanding of Indigenous worldviews and reconciliation principles.

Project Leadership and Coordination:

  1. Ensure that assignments are delivered effectively and efficiently and consistent application of project management tools and processes.
  2. Support the initiation, planning, delivery, monitoring and evaluation, and communicating of INS program.
  3. Ensure that all project activities align with Catalyste+ and INS strategic goals and objectives and program requirements.
  4. Organize and facilitate team meetings, working groups, and stakeholder engagements to support project implementation.

Project Initiation, Planning and Business Development:

  1. Strong understanding and delivery of Catalyste+ and INS's strategic goals and priorities.
  2. Identify new business opportunities and collaborate with the Program Manager and Director of INS to develop proposals and contracts.
  3. Assist in the initiation and planning of a project, ensuring alignment with the organizational and departmental strategic goals.
  4. Contribute to the development and renewal of program proposals, incorporating stakeholder's input, best practices in project management and industry trends.
  5. Assist in the design and delivery of project work plans.
  6. Maintain project documentation, including contracts, proposals, reports, and marketing materials.

Project Implementation and Stakeholder Engagement:

  1. Defines project's scope, objectives, and deliverables in alignment with the Catalyste+ and INS goals and programming requirements.
  2. Develop and deliver annual work plans, ensuring adherence to timeline, budget and reporting requirements.
  3. Applies methodologies and tools for strategic project management.
  4. Effective management of internal and external stakeholders, including funders, clients, community partners, vendors, Advisors, and team members in the project life cycle.
  5. Collaborate with the Catalyste+ internal departments to coordinate efforts that align with project goals.
  6. Takes ownership of work, tasks and responsibilities.
  7. Ensure timely exchange of information and best practices among INS project teams.

Monitoring, Evaluation & Reporting:

  1. Develops and delivers work plans, reports, knowledge and communication materials.
  2. Identify and mitigate potential project risks, ensuring timely management of risks.
  3. Support the development of tracking tools, procedures, and program resources to enhance project efficiency.
  4. Compile, analyze, and circulate information and insights on Indigenous participation in the natural resource industry, economic development, Indigenous tourism, Indigenous SME development.
  5. Maintain accurate and timely input into databases and reporting systems.

Additional Responsibilities:

  1. Support volunteer recruitment efforts to match skills with project needs.
  2. Assist in the delivery of Reconciliation Action Plan initiatives, ensuring alignment with Catalyste+’s objectives.
  3. Represent Catalyste+ at national and regional conferences, presenting sector-specific workshops or discussions.
  4. Identify, lead and/or support business development opportunities for the INS department.
  5. Other duties as assigned to support Catalyste+’s mission and program delivery.

Knowledge and Skills Requirements:

  1. 5 years or more of lived, work, or volunteer experience in project management, community development, or government-funded programs.
  2. Strong understanding of Indigenous worldviews and economic reconciliation principles.
  3. Proven ability to build relationships with Indigenous communities, partners, and stakeholders.
  4. Strong analytical, organizational, and writing skills.
  5. Experience leading projects, developing work plans, and monitoring budgets.
  6. Ability to work independently and in a virtual environment.
  7. Strong client service, problem-solving, and multi-tasking skills.
  8. Willingness to travel within Canada to attend conferences and meetings.
  9. Proficiency in Microsoft Office suite, Outlook, and database management.
  10. Preference given to candidates who self-identify as First Nations, Inuit, or Métis.
