Overall Purpose- Reporting to the Manager of the Strategic Project Portfolio, the Senior Project Manager manages key strategic projects that directly support the organization’s goals. This role ensures project delivery aligns with OPS policies and the strategic objectives of community safety and well-being (CSWB), integrating community co-design and co-production throughout all phases.
- The Senior Project Manager will manage project risks, proactively identifying and addressing potential obstacles to project success. They are responsible for delivering timely, on-budget projects by managing project resources, tracking progress, and ensuring that all deliverables meet established scope and quality standards. Additionally, the role involves regular stakeholder engagement and reporting to senior management, providing updates on project progress, risks, and milestones to ensure transparency and alignment with organizational priorities.
- The Senior Project Manager will integrate Equity, Diversity, and Inclusion (EDI) principles into project planning and delivery to foster inclusive and collaborative environments throughout the project lifecycle.
Major ResponsibilitiesProject Governance & Planning- Ensure compliance with OPS policies, frameworks, and standards for the delivery of strategic projects.
- Define project scope, objectives, and success criteria aligned with business strategy.
- Develop project deliverables, including charter, risk assessment, resource plans, budget, and control procedures.
Execution & Delivery- Oversee end-to-end execution of strategic projects, ensuring delivery on time, within scope, and budget.
- Consider intersection points and key dependencies with other in-flight projects and include in planning and risk management.
- Lead cross-functional working sessions to ensure effective collaboration and project momentum.
- Implement best practices in project management methodologies and change adoption strategies.
Financial & Resource Management- Develop and oversee project budgets, financial forecasts, and cost control measures.
- Ensure optimal internal and external resource allocation to maximize project efficiency and delivery.
- Collaborate with Finance to monitor and report on financial performance.
Risk & Performance Management- Implement a structured risk management framework, proactively identifying and mitigating risks.
- Track key performance indicators (KPIs) and measure project benefits to ensure alignment with strategic objectives.
- As part of project closure, evaluations are conducted to capture lessons learned and improve future project execution.
Stakeholder & Change Management- Act as the primary liaison between stakeholders, ensuring clear communication and alignment.
- Execute on change management strategies to support business leaders in the adoption of project outcomes.
- Facilitate collaboration with departments, external partners, and communities to ensure co-design/co-production where applicable.
- Promote a culture of continuous improvement by gathering feedback and refining project processes.
Project Reporting & Insights- Develop executive-level reports and presentations, providing leadership with clear insights on project status, risks, and performance.
- Communicate key project milestones and impacts through various reporting channels.
- Provide strategic recommendations to senior leadership on process enhancements and new opportunities.
Leadership & Team Development- Provide strong leadership and mentorship to project teams, fostering a high-performance culture.
- Empower teams with clear roles, responsibilities, and decision-making authority while ensuring accountability.
- Guide teams in problem-solving, risk resolution, and cross-functional collaboration to support successful project execution.
Continuous Improvement- Establish professional networks and stay informed on emerging trends, technologies, and project and portfolio management best practices.
- Continuously seek opportunities for innovation in project methodologies and business processes.
Statement Of Required QualificationsEducation and Experience:- Four (4) years of university degree in a relevant field, management, project management, business administration, public administration, social sciences, or equivalent. An equivalent combination of formal training and professional experience may be considered as a substitute for the educational requirements.
- A minimum of five (5) years of experience in a senior project management role, including experience working closely with Senior Management.
- Proven track record managing projects with organization-wide impact in medium-scale organizations, ensuring alignment with overall strategic goals.
- Experience leading and managing complex projects involving the delivery of new services, new solutions, multi-million-dollar budgets, multi-year timelines, and involving multiple delivery vendors, partners or entities.
- Demonstrated expertise in leading projects with significant change management components, including stakeholder engagement, communication strategies, and resistance management.
- Extensive experience in all project management life cycle phases, including initiation, planning, execution, control, and closure.
- Experience in developing and maintaining project schedules, budgets, and resource plans to deliver successful outcomes and ensure high-quality control standards.
- Proficiency in project management software and tools, such as MS Project or similar systems.
Language- English – fluency in oral, reading, and writing.
Certifications and Licences- Project Management Professional (PMP) designation from the Project Management Institute (PMI) or equivalent professionally recognized designation or in advanced process of completing same.

Hours of WorkMonday to Friday day shift schedule.
Occasional requirement for flexible or extended hours, including statutory holidays and weekends to meet operational requirements and section responsibilities.

Desired Qualifications- Project management experience in Enterprise Resource Planning (ERP) implementation(s).
- Project management experience in SAP software solutions and product implementation(s).
- Agile Methodology / Project Management.
- Oral, reading, writing fluency in French or other languages.
- Managing Benefits Foundation or Managing Benefits Practitioner Certification from APMG or equivalent professionally recognized or in advanced process of completing same.
- LEAN Six Sigma Certification (Green or above) or other related Lean Training certification.
- PROSCI Change Management or Certified Change Management Professional (CCMP) from the Association of Change Management Professionals (ACMP) or equivalent professionally recognized or in advanced process of completing same.
