Summary:

The Sr. Manager, Commercial Operations, Standards & Governance is a key role within Business Intelligence & Operations (BI&O) that will manage critical strategic projects, drive operational efficiencies, and align business priorities with Biogen Canada goals. The role bridges strategy and execution, ensuring that the Canadian affiliate and BI&O priorities are operationalized effectively, supporting leadership with process improvement and cross-functional coordination. The individual in this role will be responsible for managing key initiatives, tracking performance, and driving continuous improvements to optimize resources and process efficiency. This is an ideal opportunity for a curious, motivated, and resourceful individual who thrives on transforming strategy into action.

They will also be responsible for driving governance and operationalization of local business processes that support the implementation of the Corporate Compliance Program. They work in close partnership with the designated Affiliate Compliance Officer (CO) and local business departments and are the first point of contact at the affiliate for compliance and contract related inquiries. They focus on business process implementation and enhancement, continuous improvement of the work instructions and training support on local processes as warranted, and coordination of the local approach to audit remediation and risk management design.

Responsibilities:

Strategic Execution & Project Management

  • Drive execution of high-impact strategic projects that support BI&O and Biogen Canada business priorities.

  • Collaborate with cross-functional teams to develop project charters, define key milestones, and ensure on-time delivery of results.

  • Establish and maintain intuitive project dashboards to track progress, risks, and key decision points for leadership.

  • Work closely with Canadian leadership to translate high-level strategies into actionable workstreams, ensuring clarity of roles and responsibilities.

  • Help oversee new product launches, ensuring seamless execution and alignment with internal stakeholders by developing and manage processes to track and measure key milestones, KPIs, processes and timelines for launches

  • Coordinate together with Head of BIO the annual ICP and operational cross functional planning process, based on input from internal and external stakeholders.

Communication & Executive Reporting

  • Support the creation of executive presentations and memos for key stakeholders, including the Canadian Leadership Team (CLT)

  • Distill complex analyses into clear, actionable insights for leadership.

  • Ensure key strategic discussions and decisions are well-documented and effectively communicated across BI&O and the CLT.

Affiliate Business Compliance Support

  • First affiliate point of contact for compliance related inquiries and initial assessment against local and Biogen requirements

  • Provide day-to-day advice as to adherence to, and requirements of, local compliance processes in consultation with Compliance Officer

  • Manage and support affiliate compliance processes through knowledge sharing and implementing best practices

  • Collaborate with CO in Compliance Monitoring, working with business to gather information / documentation and implement corrective actions and live monitoring as needed

  • Support in regular business compliance activities, e.g., LexisNexis background checks, FMV deviation review, Sponsorship FMV evaluation, etc.

  • Support in Internal Audit, assist the CO and Local Management to prepare the affiliate for audit, provide Internal Audit with requested documentation and resolution

Compliance policies, SOPs and supporting processes

  • Establish compliance KPIs and metrics for adherence to local processes

  • Implement Global and Regional policies and procedures as applicable to affiliate, considering local codes and regulations

  • Pro-actively communicate affiliate compliance trends, adherence to local business processes requirements and potential risk areas to affiliate management through periodic governance meetings

  • Support affiliate in business readiness and the implementation of appropriate systems and controls to ensure compliance with applicable anticipated changes in provincial, federal, and global transparency reporting

Contract Management & Data Privacy

  • Act as the first point of contact for inquiries from all local business functions on legal documentation (e.g., contracts, amendments, and NDAs) with external stakeholders / third party vendors

  • Establish, document and train on Legal Contract processes and monitor contract compliance

  • Support affiliate legal counsel in business inquiries, ensure Canadian legal documentation templates are current, compliant, and meet the needs of affiliate business needs

  • Work with Legal and local business to ensure appropriate privacy and confidentiality consent documentation reflecting current organization and legal practices and requirements.

  • Deliver privacy training and orientation to all employees and appropriate third parties

  • Administer the process for receiving, documenting, tracking, and taking necessary action on all complaints concerning Biogen’s privacy policies and procedures in coordination with Compliance and legal. Serve as data privacy consultant to the affiliate

Affiliate & Business Training Enablement

  • Oversee affiliate training, assign the appropriate training requirements, generation of training reports and records; track training compliance of the affiliate and communicate training gaps to management team

  • Provide training on localized Compliance Related SOPs and business processes, in accordance with agreed upon training plan

  • Support commercial business functions in sourcing training content and development of training curriculum for new product launches, therapeutic area expansion or ongoing field team product or disease state training needs

Perform company business in compliance with relevant regulations, company policies and procedures.

Qualifications

  • A minimum of 5 years of experience in the similar role, ideally in pharmaceutical or biotechnology industries

  • Strong project management skills, with experience executing strategic initiatives in a matrixed, cross-functional environment.

  • Excellent analytical, problem-solving, and critical thinking skills, with the ability to translate insights into tangible business outcomes.

  • Strong communication and presentation skills, with experience developing materials for senior leadership.

  • Demonstrated ability to navigate ambiguity, manage competing priorities, and drive results.

  • Knowledge of Healthcare Compliance Program requirements or experience in other defined governance roles (Audit, GxP)

  • Knowledgeable in Local Pharma Code and Code of Conduct for Pharmaceutical Advertisement

  • Data driven and attention to detail

  • Experience with policy and procedure drafting and management

  • Good understanding of common business processes

  • Ability to work across multiple digital platforms and early adoption of new systems/applications.

  • Ethical and integrity-driven approach and objectivity

Language

Fluent in English, both verbal and written with the ability to communicate effectively cross-functionally spanning all levels of the organization, proficiency in French an asset.

Education

  • Bachelor of Science or MS, or MBA or relevant Health Care or Business Degree

  • Legal/Compliance background is an asset.
