Responsibilities

PRIMARY PURPOSE

Provides technical expertise to the development of a data governance framework for CMBC, including leading stakeholder engagement, developing, and monitoring progress of long-term roadmap, establishing requisite business processes, and ensuring the Data Warehouse, Business Intelligence and Analytic (DW/BI&A) solutions align with the established framework. Provides technical leadership and supervision on the design, development, and quality assurance of monthly dashboard reports to the Executive Management Team (EMT), to ensure timely and accurate delivery. Supports the Manager, Business Analytics & Insights with leading the annual Corporate Business Planning and Reporting process through stakeholder engagement with leaders from across the organization, ensuring alignment to Corporate and Enterprise-level strategic plans.

Key Accountabilities

Provides technical leadership on planning and implementation of DW/BI&A solutions. Designs, implements, and maintains customized data warehouse, business intelligence and analytics (DW/BI&A) technical solutions. Ensures DW/BI&A solutions function effectively and align with standards, policies and supports ongoing Data Governance Program within CMBC. Ensures solutions adhere to best practices and Enterprise standards.

Designs, implements, and maintains the Corporate Business Plan BI reporting solution, data collection process and KPI integration to ensure the alignment of planned annual works to strategic long-range workplans, Enterprise goals, as well as ties together corporate-level KPIs to the annual initiatives to ensure alignment to planned works and performance measures assessed.

Provides technical expertise in the development and sustainment of a data governance framework for CMBC, including standardized documentation. Leads stakeholder engagement and ensures the DW/BI&A solutions developed align with the governance framework established. Leads discussions with those identified as part of the governance framework within the organization and looks for alignment opportunities from across the Enterprise.

Stays abreast of new techniques, technologies, and industry trends, and participates in relevant industry events related to Data Governance. Leads the team towards modern practices and techniques; establishes and participates in design reviews, regular or ad-hoc data quality reviews ensuring data quality throughout the data pipeline.

Manages and develops projects of moderate to high impact, risk, and complexity. Designs and develops project scope, schedules, and work plans; defining and prioritizing deliverables; ensuring compliance with Enterprise standards, policies and procedures. Alerts management to critical issues and risks. Identifies and resolves project issues, including scheduling overruns, conflicting agendas, and technical issues.

Provides technical support to the maintenance of custom Extract Transform Load (ETL) solution, as well as continual assessment of metadata reporting to ensure data integrity and quality assurance.

Consults and collaborates with business and technology stakeholders on data management and data architecture strategies, governance, practices, and policies.

Supports the Executive Management Team by providing KPIs to report on monthly performance; leads requirements gathering, target setting, report design and delivery and documentation. Carries out analysis related to variances in corporate performance measures, recommending best practices to the Senior Management team for problem areas.

Prepares quarterly reports for the CMBC Board of Directors and TransLink Statutory Reporting requirements.

Provides support to the Manager in the development and maintenance of the Team’s Strategic Plan Roadmap, planning and decisions making. Provides input on the dependency and sequencing of projects as well as highlights any potential project or compliance risks to ensure project priorities align to annual objectives.

Participates in the development and implementation of a continuous improvement strategy by offering Business Process advisory services to other departments. Supports the delivery of better value and greater efficiency through the identification and elimination of unnecessary complexity within business processes and identification of better ways of working, applying Lean methodology.

Acts as a key liaison with International Benchmarking Groups to conduct detailed surveys and analysis. Determines international best practices related to specific Key Performance Indicators and completes analysis of moderate to high impact, recommending business changes with financial/budgetary impacts. Completes follow-up analysis to confirm impacts and ROI. Presents findings to Executive Team, and at conferences as requested by Executive leadership.

Develops business cases to support KPIs with strategic objectives and leverages available benchmarking resources for best practices; provides comparable performance measures from other transit systems and business enterprises to stakeholders towards informed decision making. Forecasts the implications of various alternatives to maximize the effectiveness of KPIs for organizational success.

Represents the Business Analytics & Insights Team on inter-departmental committees and as a technical input for larger scale capital projects as requested.

Provides technical support and guidance to other Analysts and supports Managers within the organization by connecting them to relevant data sources for their reporting needs, including developing custom SQL views of required data.

Qualifications

EDUCATION AND EXPERIENCE:

The requirements for this job are acquired through completion of a university degree in Computer Science, Information Systems, Data Analytics, or other relevant business-related fields plus seven (7) years of progressive experience in performance reporting functions in a multifaceted organization.

Other Requirements

Advanced knowledge of concepts, principles, practices and techniques pertaining to all aspects of performance measures, benchmarking, balanced scorecards and dashboards.

Excellent knowledge of Microsoft Data Warehouse and BI technologies, both Cloud and on-prem (SQL Server, SSIS, SSAS, SSRS, Power BI Desktop, PowerBI Report Builder, PowerBI Service, Tableau etc.).

Strong knowledge of Microsoft PowerPlatform solutions including PowerApps, PowerAutomate and Power Platform Admin Centre.

Strong knowledge and understanding of the relevant concepts of data mining and data warehousing.

Demonstrated ability to communicate the complexities of technical programs (e.g. Kimball methodology, modern data warehousing).

Advanced experience of data modeling and business process design software, such as Visio.

Advanced knowledge of coaching and mentoring teams on Data Warehouse & Business Intelligence Architect concepts and methodology.

Advanced analytical and problem-solving skills to handle conflict resolution, facilitating discussion and alternatives of different approaches.

Solid leadership skills with ability to manage and influence direct or indirect reporting staff, and to provide specialized guidance and expertise to all levels of the organization.

Excellent planning, organization, and time management skills with strong ability to organize competing priorities.

Experience maintaining ETL process using software such as SSIS.

Prior experience in design, deployment, or sustainment of Data Governance Program.

Advanced knowledge of concepts, principles, practices, and techniques pertaining to all aspects of performance measures, benchmarking, balanced scorecards, and dashboards.

Advanced interpersonal and communication skills to provide specialized guidance and expertise to managers, staff and customers; and to develop and manage critical relationships at all levels in the enterprise.

Experience in leading and facilitating Lean/process improvements event is an asset.

37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

Salary $82,400 - $123,600 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
