Job description

Plains Midstream Canada (PMC) is an industry-leading transportation and midstream provider specializing in transportation, storage, processing, and marketing solutions for crude oil and natural gas liquids (NGLs). PMC operates strategically-located facilities for crude oil and NGL storage, separates NGL from natural gas, and fractionates NGL into pure liquid petroleum gas (LPG) products, including propane and butane.

Plains has an opening in our Olds office for a Measurement & Quality Specialist. This full-time position provides critical oversight and expertise in loss prevention, regulatory compliance, policies and procedures, and measurement equipment standardization. The specialist will also support field and engineering activities and run measurement programs to assist with OMS goals.

This role requires a solid understanding of measurement concepts and technology, with the ability to influence stakeholders involved in designing, installing, and operating metering and sampling installations. The specialist will appraise, monitor, and implement industry changes related to the measurement testing of liquids and gas in our pipelines and facilities.

Responsibilities:

  1. Providing technical support to Measurement Technicians and Operations for measurement and quality.
  2. Executing field measurement standardization programs, processes, and procedures aligned with PMC standards, Plains OMS requirements, API, Measurement Canada, AER Dir 17, and Econ PNG17.
  3. Performing Measurement Assessments to prevent loss and respond to external audits from regulators, producers, and other midstream operators.
  4. Ensuring the integrity and accuracy of daily, weekly, monthly system receipts, throughput, delivery, and inventory volumetrics, and managing inventory in coordination with Operations and Commercial Groups.
  5. Supporting field operations and IT system initiatives (e.g., Pi, FlowCal, Tinbox Proving Software, PGas).

Qualifications:

  1. Technical diploma or 2-5 years of related experience in trade or operations.
  2. Minimum 2 years’ experience in hydrocarbon processing or pipeline industry.
  3. Preferably experience with midstream operations and measurement system design.
  4. Understanding of AER, API, and Measurement Canada regulations.
  5. Periodic travel to field locations.
  6. Knowledge of E&P production facilities and oil & gas transportation systems is an asset.
  7. Strong teamwork and leadership skills.
  8. Analytical and problem-solving skills.
  9. Ability to work under pressure on multiple projects.
  10. Excellent written and verbal communication skills.
  11. Residency within 120 km of Olds preferred.
  12. Valid driver’s license with a clean record.
  13. Clear criminal background and satisfactory references.
  14. Compliance with drug and alcohol policies, including pre-employment testing.
