Job summary

Ontario Health is seeking a Specialist, Clinical Programs, Performance and Accountability to coordinate funding agreements for hospitals and facilities, manage data sharing, and support program operations. The role requires coordinating with Clinical Programs, Finance, Legal, and regional partners to ensure timely, accurate agreements and reporting.

The incumbent will analyze risks, prepare briefs, and contribute to performance and accountability activities within a fast-paced provincial team

Qualifications

  • An undergraduate degree in Health Sciences, Health Services Research, Health Administration, Business Administration, or equivalent.
  • Three years of related healthcare experience (five years preferred).
  • Experience in coordinator/administrative roles is an asset.
  • Proficiency with Microsoft Office; SharePoint and Teams are valuable.
  • Excellent written and verbal communication and documentation skills.
  • Demonstrated ability to build relationships and collaborate across teams.

Responsibilities

  • Lead and coordinate ongoing management of small to medium hospital/facility funding agreements, including reallocations and year-end settlements.
  • Oversee data sharing and non-funding agreements (Data Sharing Agreements and Master Data Sharing Agreements).
  • Support funding operations for clinical program funding models and contract management activities.
  • Collaborate with multiple teams to ensure materials are accurate, timely, and aligned with program objectives.
  • Identify risks and interdependencies; provide practical recommendations for resolution and improvement.
  • Analyze service volumes, funding, performance expectations, and reporting for varied audiences.
  • Prepare reports, briefing notes, and presentations for stakeholders.
  • Participate in meetings, track action items, and support timeline adherence.

Working as system partners, the Sector Capacity and Performance Portfolio enables Ontario’s health care system to deliver high-quality, equitable care by developing funding policy, managing funding and non-funding agreements, advancing performance management practices, and strengthening collaboration between Ontario Health’s provincial office, regional teams, Regional Cancer Programs, and health system partners.

The Performance and Accountability department leads Ontario Health’s accountability and performance processes and serves as a key liaison to regional partners across priority service areas, including Regional Cancer Programs. The team supports system improvement by aligning funding, agreements, performance monitoring, and stakeholder engagement with Ontario Health’s broader goals. The department develops, issues, and manages funding agreements with hospitals and other health care facilities across Ontario, supporting more than $3.5B in funding. Working closely with Clinical Programs, Finance, Legal, Privacy, Analytics, Informatics, regional teams, and external partners, the team also supports data sharing and other non-funding agreements, contract management, and the implementation of innovative funding models grounded in evidence-based practice.

This is an exciting opportunity for a collaborative, detail-oriented professional to apply communications, stakeholder engagement, strategic thinking, analysis, and project coordination skills to work that improves timely, equitable access to care for Ontarians.

The Specialist, Clinical Programs, Performance and Accountability will coordinate with internal and external partners, support funding and agreement processes, contribute to performance and accountability activities, and work with a high degree of autonomy as part of a dynamic provincial team.

Key Responsibilities
  • Lead and coordinate the ongoing management of small to medium-sized hospital and facility funding agreements, including in-year reallocations, year-end settlements, schedules, letters, allocation files, briefing materials, and senior leadership approval packages.
  • Oversee and support data sharing and other non-funding agreements, including Data Sharing Agreements and Master Data Sharing Agreements.
  • Support funding operations for clinical program funding models and contribute to contract management activities across the fiscal cycle.
  • Collaborate with Clinical Programs, Finance, Legal, Privacy, Analytics, Informatics, regional teams, and external partners to ensure agreements and related materials are accurate, timely, and aligned with program objectives.
  • Identify, assess, and elevate operational risks, issues, and interdependencies; provide practical recommendations to support timely resolution and continuous improvement.
  • Analyze and communicate information related to service volumes, funding, performance expectations, reporting requirements, and program outcomes for varied audiences.
  • Prepare reports, business cases, briefing notes, methodology documents, communications, presentations, and other materials for internal and external stakeholders.
  • Participate in project and initiative meetings, track action items, follow up on deliverables, and support achievement of timelines and priorities.
  • Act as a liaison and subject matter resource on assigned funding agreements, allocations, settlements, and related accountability processes.
  • Work independently while contributing to a collaborative, fast-paced team environment; provide leadership or mentorship to junior staff as required.
  • Perform cross‑functional tasks and other duties in support of the Performance and Accountability department.
  • Demonstrate strong attention to detail, critical thinking, written communication, organization, time management, adaptability, and commitment to equity, inclusion, diversity, anti‑racism, and Ontario Health’s values.
Education and Experience
  • An undergraduate degree in an appropriate discipline (e.g., Health Sciences, Health Services Research, Health Administration, Business Administration, etc.) or equivalent combination of education and experience.
  • Three years of related experience in a healthcare environment (five years preferred).
  • Prior healthcare experience or a demonstrated interest in healthcare is considered an asset.
  • Previous work experience in a coordinator or administrative role is considered an asset.
  • Proficiency in the Microsoft Office suite including Word, Excel, and PowerPoint (experience with SharePoint and Teams is valuable); ability to learn new software skills quickly.
  • Superior attention to detail, organization, and time management skills.
  • Excellent written and verbal communication and documentation skills, including the ability to prepare reports, briefing notes, meeting minutes, presentations, and letters.
  • Proven ability to develop relationships, excellent interpersonal skills and ability to work closely with multiple teams across the organization and external stakeholders.
  • Strong critical thinking and problem‑solving skills.
  • Highly productive and motivated, capable of quality output and able to multitask and prioritize assignments to meet timelines and manage competing priorities.
  • Demonstrated ability to work as a member of a dynamic team within a fast‑paced environment, using sound judgement.
