Project Opportunity

Scarborough Transit Connect (STC) is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension – Stations, Rails and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.

As part of the project, FCC is looking for a Soil & Groundwater Manager to join our team.

Main Responsibilities

  • Direct all aspects of Soil and Groundwater management on the project.
  • Coordinate with the Design team on completing data gap analyses to ensure contaminated soil and groundwater are adequately identified and addressed.
  • Coordinate and oversee completion of soil and groundwater deliverables including, but not limited to Phase I & II ESAs, risk assessments, vapor intrusion studies, etc.
  • Act as main contact for Construction team on implementation of soil and groundwater management.
  • Direct/oversee all soil and groundwater sampling activities.
  • Prepare deliverables to support soil and groundwater disposal including, but not limited to soil sampling plans and characterization/destination reports, sampling/monitoring reports and memos, etc.
  • Act as main liaison for obtaining approvals from soil receiving sites and soil tracking.
  • Review, update, and implement the project’s Spill Prevention and Response Plan, Soil and Excavated Material Management Plan, and Groundwater and Dewatering Management Plan.
  • Prepare and implement Contamination Management Plans for discrete areas of unexpected contamination.
  • Additional tasks as defined by the Environmental Manager and/or Environmental Director.

Education And Qualifications

  • Minimum of 10 years of work-related experience.
  • Bachelor or advanced degree from a recognized university in Hydrogeology, Geoscience, or Engineering.
  • Designation as a Professional Geoscientist or Professional Engineer in Ontario.
  • A Qualified Person as defined under O.Reg 153/04.
  • Experience with and understanding of the application and interpretation of Canadian Standards Association (CAN/CSA Z768 and CAN/CSA Z769) investigation criteria and criteria relating to the assessment of contaminated lands.
  • Experience with and understanding of the application and interpretation of Ontario Regulation 153/04 made under the Environmental Protection Act (Ontario) and Ontario Regulation 406/19, and investigation criteria relating to the assessment of contaminated lands.
  • Experience in designing, implementing, and overseeing soil management plans, Phase 1 and 2 Environmental Site Assessment Reports, soil and groundwater characterization programs, vapor intrusion assessments, remedial action plans for soil and/or groundwater and/or surface water, site inspection and monitoring programs for construction activities, Excess Soil beneficial reuse strategies, and Dewatering effluent treatment and Discharge strategies.
  • Experience with similar projects in the Province of Ontario

Job Requirements

  • Knowledge of risk assessment procedures and requirements.
  • Knowledge of relevant federal and Ontario policies, procedures, and legislation, including waste management and related legislation, regulations, guidelines and policies for water protection and materials management, the MTO contaminated property process, and the TSSA Protocol for Fuel Handling Sites.
  • Ability to liaise with other specialty consultants, contractors, and Governmental Authorities.
  • Full Canadian driver's license with access to a vehicle.
