Job summary

Global Talent Alliance seeks a Senior Software Developer for Ontario’s Emergency Health program, based in Toronto with 3 days onsite and 2 remote per week.

You will review code, implement modular updates, provide estimates, develop features, and ensure quality through testing and deployment. Strong C#/.NET, Java/Spring Boot, SQL, and frontend skills are required, with public sector CAD/dispatch experience highly valued.

Qualifications

• 8+ years of C#/.NET development across ASP.NET MVC, IIS, WCF.
• 8+ years of SQL experience with SQL Server Management Studio.
• 10+ years of software development across the SDLC and ALM.
• 8+ years of Java and Spring Boot development.
• Frontend experience with Angular, React, Flutter, Ionic, AngularJS.
• 8+ years of SQL Server Management Studio usage.
• Experience with multithreaded/concurrent C# applications.
• Experience building web apps, web services (SOAP/REST) and Windows client apps.

Responsibilities

• Review and understand code and architecture of the existing system and implement modular updates for scalability.

Description

The Emergency Health Program Management & Delivery Branch (EHPMDB) supports life-critical services such as ambulance dispatch functions across Ontario. Under the Ambulance Act the Minister has the duty and power to establish, maintain and operate (alone or in co-operation with others) communication services used in dispatching ambulances, and to fund such services.

The Emergency Health I & IT Solutions & Technology Management Branch (EHSTMB) of the Health Services I&IT Cluster (HSC) supports these services through the acquisition, delivery and support & maintenance of related dispatch technologies, IT and telecommunications used within the Ambulance Communication Centres (ACCs) across the province and in the Branchs Head Office operations. These critical applications and technologies are used by the Ministry to support 24x7 mission critical 911 call taking and ambulance dispatch functions across the province, and includes:

• Computer Aided Dispatch (CAD) application and tools
• Telecommunication equipment and systems (i.e. Communication Console Systems and FleetNet)
• Technologies that digitally connects Land Ambulance Dispatch with other partners in first response and the health system (i.e. Real-Time Data Service and Mobile CAD)
• Reporting Applications and Tools
• Business Support Applications (i.e. Paramedic Certification, Inspections)

MUST HAVES:

• 8+ years of experience with developing code in C# (.NET, ASP.NET , MVC, IIS, WCF)
• 8+ years of experience with debugging, refactoring and optimization
• 8+ years of experience with developing code in SQL using SQL Server Management Studio

Description

• Review and understand code and architecture of the existing code, and make updates as required to ensure the code is modular and can support scalability requirements
• Code enhancements to existing features and new features as per approved requirements and design direction
• Provide realistic work estimates to support project planning; capture business requirements and update business rules based on the requirements
• Use structured methodologies, design best practices, implement code that is of quality, and clearly documented. The application should function as required, without any defects. The application must operate with the Operating System (OS) and other peripherals as identified
• Create custom reports as required, applying Microsoft Technologies
• Conduct testing, integration, and deployment of the developed changes across the environment
• Review, analyze and recommend solutions to any defects discovered in production
• Fully document all developed code, and transition in a steady state to a full-time resource.

Evaluation Criteria

Public Safety Experience - 30%

• Experience working in a public safety environment, such as ambulance, fire or police
• Experience with Computer Aided Dispatch (CAD application)

Development Experience -30%

• 10+ years of software development experience in all aspects of the SDLC and Application Lifecycle Management.
• 8+ years of experience with developing services and applications in Java and Spring Boot
• 5+ years of experience with developing code in C# (.NET, MVC, IIS, WCF) as well as Java and Spring Boot
• Demonstrated frontend experience with using Angular, React, Flutter, Ionic, AngularJS for development.
• 8+ years of experience with developing code in SQL using SQL Server Management Studio
• Experience with multi-threaded applications and concurrency patterns in C#
• Demonstrated experience with building web applications, web services (SOAP and REST), and Windows client applications

Technical Skills -25%

• Demonstrated experience and competency with Common Language Runtime (CLR), its limitations, weaknesses, and workarounds
• 8+ years of experience with debugging, refactoring and optimization
• Demonstrated experience with and knowledge of object-oriented programming and various design and architectural patterns
• Experience with designing new modules/ functionalities which meet business/client needs.
• Experience in applying fundamental design principles and best practices for scalable application
• Experience with and knowledge of UI Design Principle

Communication Skills -15%

• Strong consulting skills to engage with all stakeholders.
