Description
Responsibilities:
  • Participate in business requirements walkthroughs.
  • Analyze business requirement documents and liaise with clients.
  • Design and develop new programs or enhancements to existing ones (environment: IBM Mainframe – COBOL and DB2, occasional IMS).
  • Create and review Systems Response documents, Technical Specifications, and Implementation Plans.
  • Code payment programs, including new and existing ones.
  • Prepare test plans, test data, and perform unit testing of programs.
  • Develop implementation plans and promote programs.
  • Respond to client queries and troubleshoot production incidents as assigned.
  • Update key knowledge transfer documents, such as Claims System documentation and Payment Systems overview.
  • Conduct/participate in design walkthroughs and test case reviews.
  • Support testing activities by team members.
  • Report weekly on status, progress, and key issues/concerns.
  • Transfer skills and knowledge to operations staff.
  • Perform similar work related to other initiatives within PRSB as directed by the manager.
Skills and Experience Requirements
Public Sector Experience: (5 points)
  • Experience developing/testing software applications in compliance with public sector regulations.
  • Ability to navigate public sector project approval processes and meet government IT standards.
  • Experience working within public sector environments, ensuring applications meet client needs and constraints.
  • Understanding of public sector enterprise architecture and documentation standards.
Technical Skills: (50 points)
  • Recent (within last year) experience as a COBOL developer in an MVS environment with DB2 and IMS.
  • Experience with structured development methodologies.
  • Knowledge of platforms, including OS, databases, communication protocols, middleware, and gateways.
  • Experience maintaining large-scale IT systems, including high-volume batch programs.
  • Design and development of new or enhanced programs (IBM Mainframe – COBOL, DB2, IMS).
  • Ability to analyze business requirements and design structured, maintainable programs.
  • Proficiency in writing modular, well-structured programs.
  • Experience with system design and documentation.
  • Understanding of relational databases.
  • Preparation of test plans, test data, and unit testing.
  • Development and promotion of modules and programs.
Analytical Skills: (30 points)
  • Ability to analyze and update legacy COBOL code.
  • Analysis of business requirements and client liaison.
  • Design and development of programs/enhancements in IBM Mainframe environment.
