The Role

We are looking for a Site Operations and Maintenance Manager (SOMM) to support our Real Property Planning and Management Branch (RPPM). The incumbent would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

As part of the RPPM Operations and Maintenance directorate, the SOMM is the client’s primary point of contact and position responsible for all building operations, preventive and corrective maintenance services and site requirements.


The SOMM is responsible for planning, contracting and coordinating the delivery of building and site services including general maintenance, inspection, and monitoring. These services include but are not limited to the following; chilled water, steam, compressed air, heating, ventilation and air conditioning, electrical services, fire alarm and life safety systems.


In addition, the SOMM is responsible for coordinating aspects of the security, environmental issues, land management, utilities and building safety and health requirements in support of the client’s programs and business operational needs.


The SOMM plays a key role in the NRC building infrastructure recapitalization program. They have the autonomy to identify and prioritize recapitalization projects for the entire site for discussion and approval by the Director of Engineering and Construction. These projects often have components that require high technical knowledge such as building automation systems, energy recovery systems, complex research equipment, and other advanced building technologies.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

College diploma in a three-year program in Civil, Structural, Electrical, Electronic, Mechanical Engineering Technology or other discipline related to the position.

An equivalent combination of education, training and experience would also be considered.

  • Experience planning, contracting and coordinating the delivery of building and site services including general maintenance, inspection, and monitoring.
  • Experience in performance management and development of staff including coaching, mentoring and providing feedback on assigned work.
  • Significant* experience ensuring compliance of building, facility and site operations with applicable federal, provincial and/or local regulatory requirements including building and construction codes and environment related act.
  • Significant* experience in construction project management.
  • Significant* experience managing budget for yearly operations and maintenance programs.
  • Experience troubleshooting and resolving site and building issues.
  • Experience making recommendations for site enhancements and upgrades as well as preparing Requests for Proposals (RFP), Requests for Quotation (RFQ) and/or Statements of Work (SOW) for multi-year service contracts.

The following experience might be considered as an asset:

  • Experience managing research building and facility operations which may include specialized labs.
  • Experience verifying and optimizing building systems in compliance with best practices and industry standards including commissioning, re-commissioning and retro-commissioning.

* Significant experience is defined as at least two (2) years of experience.

Candidates will be assessed on the basis of the following criteria:

  • Knowledge of federal, provincial and/or local regulatory requirements, including building and construction codes, environment related acts.
  • Knowledge of policies related to WHMIS and Occupational Health & Safety.
  • Knowledge of project management principles processes and tools.
  • Knowledge of financial and procurement legislation, regulations and policies.
  • Knowledge of processes for managing contracts.
  • Knowledge of preventive and corrective maintenance procedures.
