Job summary

MDOS Consulting is seeking a Senior Telecommunications System Specialist for client engagements in Ottawa, ON. The role requires bilingual English/French abilities, Top Secret/NATO Secret clearance, and on-site work at the David Florida Lab with potential travel to other DND facilities and abroad.

The candidate should have a post-secondary degree in Electrical or Computer Engineering, hands-on Link 16 experience, TD gateways, multiple military protocols, and cryptographic capability.

Qualifications

• Post-secondary education in Electrical or Computer Engineering.
• Experience with military data links incl. planning, setup and operation of Link 16 radios.
• Experience with two TD gateways: HUNTR, GTS, CSI, or JRE.
• Experience with three military message protocols: VMF, Link 16, CoT, JREAP.
• Experience with cryptographic equipment and crypto key management.
• R&D experience with Link 16 radios and multiple protocols is preferred.
• Experience documenting and managing TDL technical requirements.

Job description

We are looking for a Senior Telecommunications System Specialist for our client who meets the following criteria:

• Language: Bilingual – English & French
• Security Clearance: Top Secret & NATO Secret
• Location of Work: On-site – Primarily at the David Florida Lab, 3701 Carling Ave., Ottawa, Ontario. Some work may occur at other DND facilities across Canada. Travel may be required to the United States, Australia, Europe, and the United Kingdom.

Requirements

• The Bidder should demonstrate that the proposed resource has a post-secondary education (College/CEGEP diploma or University degree) from a recognized* Canadian post-secondary institution or the equivalent as established by a recognized* Canadian academic credentials assessment service, if obtained outside of Canada, in one (1) of the following areas:
  • Electrical Engineering
  • Computer Engineering
• The Bidder must demonstrate that the resource has experience with military data links including the planning, preparation, setup, configuration and operation of a minimum one (1) Link 16 radio from the following list:
  1. KOR-24
  2. MIDS or
  3. BATS-D.
• The Bidder must demonstrate that the resource has experience with military data links including the planning, preparation, setup, configuration and operation of a minimum two (2) Tactical Data Link software gateways from the following list:
  1. HUNTR
  2. GTS
  3. CSI
  4. JRE.
• The Bidder must demonstrate that the resource has experience with military data links including performing advanced manipulation, management, operation, integration and testing of a minimum of three (3) military message protocols from the following list:
  1. VMF
  2. Link 16
  3. CoT
  4. JREAP.
• The Bidder must demonstrate that the resource has experience with military data links including performing complex design, modification and testing of communications security systems using military encryption technologies.
• The Bidder must demonstrate that the resource has R&D Experience with military data links including planning, preparation, setup, configuration and operation of a minimum two (2) Link 16 radios from the following list:
  1. KOR-24
  2. MIDS JTRS or
  3. BATS-D
• The Bidder must demonstrate that the resource has R&D experience with military data links including performing advanced manipulation, management, operation, integration and testing of a minimum of four (4) military message protocols from the following list:
  1. VMF
  2. Link 16
  3. CoT
  4. JREAP
  5. CESMO
  6. SAPIENT.
• The Bidder must demonstrate that the resource has experience relating to TDL requirements management, including formulating, documenting and maintaining TDL technical requirements.
• The Bidder must demonstrate that the resource has experience relating to the operational management of a complex TDL network including the planning, implementation, operation, and active management that would be accomplished by a Joint Interface Control Operator (JICO).
• The Bidder must demonstrate that the resource has experience relating to managing, coordinating and developing the required military data link architecture in support of ISR operations and testing events.
• The Bidder must demonstrate that the resource has experience relating to configuring cryptographic equipment, loading cryptographic material and managing crypto keys for military data link systems.
