Job summary

BuzzClan is seeking a senior Business Analyst – Target Operating Model Specialist to lead operating model development for a province-wide Clinical Information Solution transformation. The role emphasizes capability modelling, governance, and service delivery in a complex healthcare network across organizations.

You will facilitate executive workshops, define guiding principles, and coordinate cross-entity interfaces while shaping current and future-state assessments and transition planning.

Qualifications

• 15+ years consulting in strategic planning and operating model development.
• 10+ years Canadian healthcare experience with multi-organizational partnerships.
• 10+ years government/health system management or planning.
• Experience with Clinical Information Systems (CIS) or large digital health initiatives.
• Experience developing capability models, governance frameworks, and service delivery models.
• Experience working with provincial governments, hospitals, RHAs, and health networks.
• Strong stakeholder facilitation, workshop management, and executive engagement.
• Experience managing multiple concurrent workstreams in complex environments.
• Strong project leadership and risk management with executive reporting.
• Excellent written and verbal communication; senior-level PPT materials.

Responsibilities

• Support development of the Target Operating Model for a province-wide CIS solution.
• Develop and refine the CIS Capability Model with core domains and targets.
• Facilitate workshops with healthcare executives, IT teams, and government stakeholders.
• Define guiding principles, guardrails, decision rights, and cross-entity interfaces.
• Conduct current-state and future-state assessments for operating model development.
• Support service delivery options analysis: in-house, shared, hybrid, and other models.
• Develop business cases and recommendations for sustainable operating models.
• Lead creation of artefacts: process maps, SOPs, SLAs, governance TORs, docs.
• Manage integrated plans, milestones, dependencies, risks, decisions, governance.
• Provide oversight for Future State Vision, Capability Model, and Transition Roadmap.
• Prepare exec-level status reports, risk/issue logs, and briefing materials.
• Build consensus and drive organizational change in a complex healthcare setting.
